Expediting in Engineering is the systematic monitoring of a supplier after contract award to verify whether documents, materials, manufacturing, testing, release, and logistics are progressing according to the milestones required by the project. Its purpose is not to replace contract management or quality inspection, but to anticipate schedule deviations before they appear as physical delays at the site.

In technical Procurement, expediting turns delivery promises into evidence of progress. Equipment may formally be “on schedule” while vendor drawings have not yet been approved, critical raw material has not been purchased, or a FAT has not been scheduled. When expediting should begin

Monitoring should begin at kick-off or immediately after award. Waiting until the planned delivery date removes precisely the ability to anticipate causes.

Baseline, forecast, and trend

The contractual date is the reference, but by itself it does not show whether the supplier is converging toward meeting it. Expediting should maintain at least three dimensions:

  • baseline: originally agreed milestone;
  • forecast: best current estimate;
  • trend: direction of performance based on recent evidence.

A supplier may officially maintain the contractual date while predecessor milestones already show that it has become unlikely. The role of expediting is to make this inconsistency visible early.

Evidence of progress

Declared percentages without criteria can create a false sense of security. Better evidence includes:

  • documents issued and approved;
  • purchase orders for critical components;
  • materials received at the factory;
  • dated and identified photographs;
  • production records;
  • completed inspections;
  • test reports;
  • transport booking;
  • shipping documents.

The evidence should be proportional to the risk and should not create unnecessary bureaucracy.

How to measure manufacturing progress

Progress can be divided into weighted milestones for the package itself. Example:

The interface with Vendor Data

Supplier documents are often predecessors to manufacturing and also inputs for other project disciplines. The expediter needs to distinguish merely informational documents from those that block production, civil design, electrical, automation, or integration.

A simple list of “pending” documents is insufficient. It is necessary to know criticality, required date, review status, and schedule impact.

The interface with QA/QC and Vendor Inspection

The expediter should receive from the quality team the status of ITPs, hold points, inspections, NCRs, and FAT. The expediter does not technically decide whether a nonconformity is acceptable; the role is to measure and communicate the impact of that pending issue on supply milestones.

Likewise, inspection should not release a product merely because the schedule is late. Schedule and compliance are distinct controls.

The interface with Project Controls

Supplier deviations need to reach the master schedule. A delay is correctly prioritized only when its impact on successor activities, float, and the critical path is understood.

  1. detailed recovery plan;
  2. rescheduling shifts or resources;

  5. changing the manufacturing sequence;
  6. partial shipment, when technically acceptable;
  7. alternative logistics;
  8. escalation to supplier management;
  9. application of contractual mechanisms, when applicable.

Recovery should not create quality, safety, or interface risks that will cost more later.

Some signs justify increasing the monitoring level:

  • supplier schedule without logic or excessively aggregated;
  • dates repeatedly postponed without a recorded cause;
  • critical subcontractor not yet contracted;
  • late vendor data;

Expediting in service contracts

Although the term is more commonly associated with equipment, the same logic can also be applied to services when there are sequenced deliverables. Vendor designs, team mobilization, documents, permits, or preparatory activities may require milestone monitoring.

The approach must be adapted: it makes no sense to use a manufacturing model for an intellectual service, but it does make sense to monitor the actual predecessors of a critical deliverable.

What expediting should not do

Expediting should not:

  • replace the supplier’s responsibility for planning its execution;
  • technically approve documents without authority;
  • release quality under schedule pressure;
  • informally change the contract;
  • hide delay by replacing the baseline with the forecast;
  • create percentages without evidence;
  • generate lengthy reports without escalating decisions.

Expediting is a preventive post-award Procurement control. Its effectiveness depends on breaking delivery down into observable milestones, verifying evidence, keeping baseline and forecast separate, and integrating the supplier, Engineering, quality, logistics, and Project Controls.

When properly executed, delay is no longer discovered when the material fails to arrive at the site; it is identified at the first evidence that the chain required to deliver it has become unreliable.

Schedule and quality are complementary controls. A late package should not be released with a nonconformity merely to recover the schedule, and a compliant package still requires impact analysis when it misses its milestones.
