In infrastructure and capital projects, the PMC may act as a technical and management extension of the owner, integrating planning, engineering, procurement, contracts, construction, quality, risks, stakeholders, and executive reporting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scope varies significantly from project to project. In some contracts, the PMC supports the client&#8217;s Project Implementation Unit or PMO. In others, it assumes a strong role in supervising and coordinating multiple contractors. For this reason, Project Management Consultant should not be interpreted by title alone: authority, responsibilities, and deliverables must be defined in the Terms of Reference and project contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PMC is also not synonymous with EPCM. EPCM \u2014 Engineering, Procurement and Construction Management \u2014 combines specific engineering, procurement, and construction management responsibilities. A PMC may coordinate the project more broadly, including when engineering and procurement are contracted to other parties. Likewise, PMC and Owner&#8217;s Engineering may overlap in activities but have different emphases: PMC tends to focus on project governance and delivery; Owner&#8217;s Engineering emphasizes the owner&#8217;s technical representation and the preservation of requirements, decisions, and acceptance criteria.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">What a Project Management Consultant does<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The PMC operates where the owner needs to expand management capacity without fully transferring responsibility for the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its role may include:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elements may include governance structuring, master planning, Project Controls, engineering coordination, procurement support, contract administration, construction management, inspection or supervision where applicable, risk management, interface management, change control, quality oversight, stakeholder management, executive reporting, commissioning coordination, and handover and closeout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exact combination depends on the project.<\/p>\n\n\n\n<p
