From an engineering perspective, it is a system composed of interdependent functions intended to capture a scene, transport video and data, process and store information, present it to the operator, execute event-driven actions, preserve evidence, and maintain the integrity of the system itself. VSS architecture must therefore be defined from these functions and their relationships before products are selected.

This functional approach is particularly important in modern IP systems. A network camera can simultaneously capture an image, encode it, run analytics, generate metadata, store video at the edge, and transmit multiple streams. A VMS can manage devices, receive events, control recording, index metadata, manage permissions, operate failover, and integrate the VSS with other systems. Associating one function with one device therefore leads to fragile architectures and specifications that are excessively vendor-dependent.

The ABNT NBR IEC 62676-1-1:2019 establishes a functional description of the VSS organized into the video environment, system management, and system security. This structure remains an extremely useful basis for understanding contemporary architectures, including those incorporating smart cameras, edge processing, distributed VMS, multi-tier storage, integration with access control, PSIM, alarm systems, operations centers, and artificial-intelligence capabilities.

This article addresses this functional architecture. The objective is not to replace detailed design or repeat the specific planning guidelines of IEC 62676-4, but to show which blocks need to exist, what each function must deliver, and how interfaces should be handled so that the VSS operates as a system, rather than as a collection of equipment.

What Is the Functional Architecture of a VSS?

A VSS architecture should originate from operational requirements and failure modes, not from a list of cameras and servers. The design converts the security purpose into verifiable criteria for coverage, network, VMS, storage, integration, and performance.

Structure the IP Video Surveillance and Video Monitoring Design around technical requirements

Functional architecture describes what the system needs to do, regardless of which manufacturer, product, or physical topology is adopted. ABNT NBR IEC 62676-1-1 follows precisely this principle: instead of defining individual devices, it describes functional units and the relationships among them. This distinction matters because technology changes much faster than fundamental security needs.

In engineering terms, a VSS can be decomposed into three main functional domains:

video environment, responsible for image capture, interconnections, and manipulation of images and associated data;

system management, responsible for activities, data, configuration, operation, events, logs, and interfaces with external systems;

system security, responsible for the integrity of the VSS and of the data it produces, stores, and makes available.

This decomposition does not mean that each domain corresponds to one device. In a real architecture, a single camera can participate in all three. It captures video, transmits data over the network, performs processing, maintains credentials, records tamper events, and may store recordings locally. The same applies to a recording server, which may receive streams, record, play back, export, authenticate users, and monitor device status.

The advantage of designing by function is that the engineer specifies verifiable results. Instead of simply writing “4 MP camera” or “server with 80 TB,” the design can define that a given area must produce an image useful for an operational purpose, that the network must support the planned streams without compromising recording, that data must remain available throughout the retention period, and that failure of a given component must generate a predefined event and response.

The functional view also avoids another common mistake: confusing logical architecture with equipment diagram. An equipment diagram shows cameras, switches, servers, storage, and workstations. A functional architecture shows capture, transmission, analysis, storage, management, presentation, integration, and security. The former is a consequence of the latter.

<svg id="a3a-diagram-1" width="100%" xmlns="http://www.w3.org/2000/svg" class="flowchart" VSS

The architecture should be built from the flow operational need → function → performance requirement → component capable of fulfilling the function → interface → acceptance test. This chain makes it possible to specify a VSS in a vendor-agnostic manner and later assess whether a supplier’s proposed solution actually meets the scope.

The Complete Guide to Video Surveillance Systems examines the other elements of the video-surveillance ecosystem in greater depth. The article on video-surveillance architecture planning according to ABNT NBR IEC 62676 specifically addresses the planning and design journey. Here, the focus remains on functional structure and the internal relationships of the VSS.

Operational Requirements, Risk, and Security Grade Come Before Technology

A video-surveillance system can only be correctly architected when there is clarity about what needs to be observed, why it needs to be observed, and what response is expected from the system and operators. The standard uses the concept of the Operational Requirement, or OR, as the main document for recording agreed operational parameters.

In design practice, this logic needs to answer questions such as: what risk is being addressed? Which event must be detected? Does the operator need only to observe, recognize a person, identify a license plate, confirm an alarm condition, or reconstruct an event after it occurs? Will the image be used for real-time response, investigation, evidence, process control, or a combination of these purposes?

These answers shape all subsequent blocks. A camera suitable for broad situational awareness may be inadequate for identification. A frame rate sufficient for general observation may not be adequate for a fast-moving scene. A system that records for only 24 hours has very different storage requirements from one that must retain months of evidence. A VSS used as a primary risk-mitigation mechanism requires stricter integrity, availability, and supervision controls than a merely auxiliary system.

ABNT NBR IEC 62676-1-1 structures four security grades. The grade should result from risk assessment and operational requirements, not from a desire to use “premium” equipment. In summary, the grades progress from lower-risk situations with fewer access restrictions to high-risk applications with higher levels of protection, authentication, supervision, and integrity.

Different functions within the same VSS may have different criticality levels. Cameras in administrative areas may have less stringent requirements than cameras protecting a critical perimeter even when they belong to the same management environment. The architecture needs to record these differences so that the “overall grade” does not become an oversimplification that makes low-criticality areas unnecessarily expensive while paradoxically leaving others underspecified.

Classification also affects aspects that many specifications treat as secondary: interconnection monitoring, tamper detection, data authentication, time synchronization, activity logging, backup, recovery, redundancy, access control to functions, and protection of exports.

For this reason, the functional specification should precede the equipment list. The requirements document needs to establish at least coverage objectives, security functions, relevant events, recording requirements, expected behavior during failures, required integrations, operator responsibilities, and objective acceptance criteria.

O IP Video Surveillance and Video Monitoring Design service follows this logic: transforming risk and operational need into verifiable requirements for coverage, image, network, recording, software, integration, and operation.

Image Formation Chain: From the Scene to the Operator Display

The final quality of a VSS is not an isolated camera attribute. It results from the image formation chain, which involves capture, encoding, transmission, manipulation, storage, decoding, and presentation. Loss introduced at any stage can compromise the operational purpose even when the camera sensor has a high nominal resolution.

This chain view is essential because current systems apply several transformations before the image reaches the operator or investigator. The camera may use automatic exposure, WDR, noise reduction, stabilization, compression, and multiple streams. The network may introduce latency, jitter, and packet loss. The VMS may record a stream different from the one displayed live. Storage may use different retention periods. The client may decode at reduced resolution to display dozens of cameras simultaneously.

A coherent architecture therefore needs to specify the expected quality at the points where the image will actually be used. Validating the camera alone is insufficient. Live image, recording, playback, export, and, where applicable, data consumed by analytics need to be verified.

Capture starts with the scene. Lighting, contrast, object speed, distance, installation angle, obstructions, backlighting, reflections, weather conditions, and nighttime behavior directly affect the result. Resolution, lens, and field of view should be selected according to the observation task and required level of detail.

In environments with varying lighting, WDR should not be specified solely as a datasheet number. What matters is the ability to preserve information simultaneously in bright and dark areas of the scene. Likewise, low-light performance needs to be analyzed considering aperture, exposure time, motion, noise, and the possibility of auxiliary lighting. An apparently bright image obtained with a long exposure may exhibit blur incompatible with recognition or identification.

Spatial resolution should be treated in relation to the object of interest. Pixel density in the scene is more useful for design than the total number of sensor megapixels. The article on pixel density and DORI criteria examines this stage in more depth. The functional architecture only needs to ensure that the capture function delivers sufficient information to the rest of the chain.

Another critical point is the difference between recording stream and viewing stream. It is common to use a higher-quality stream for recording and a lower-bitrate stream for live mosaics. This strategy can reduce decoding and network load, but it needs to be documented so that the operator knows which quality is being viewed and so that acceptance testing validates both conditions.

In systems with analytics, the chain may branch. The algorithm may operate directly on uncompressed video in the camera, on a dedicated stream, or on video received by a server. Processing location affects accuracy, latency, bandwidth, computing capacity, and availability. Therefore, “having analytics” does not define an architecture; it is necessary to define where processing occurs, what data it produces, and who consumes it.

Interconnections and the IP Network Are Part of the VSS

In an IP architecture, the network is not neutral infrastructure. It is the medium through which video, audio, metadata, events, commands, time synchronization, management, and, in many cases, communication with external systems pass. If network performance degrades, the video-surveillance function also degrades.

ABNT NBR IEC 62676-1-2 specifically addresses video-transmission performance requirements and presents concepts of latency, jitter, packet loss, availability, monitoring, network architecture, redundancy, and capacity. The practical consequence is direct: the design needs to treat transmission as a measurable VSS function.

Bandwidth sizing should simultaneously consider recording, viewing, export, playback, analytics, and administrative traffic. Simply adding the average camera bitrates is insufficient when there are bitrate peaks, multiple consumers, replication, failover, multicast, remote connections, or distributed recording.

The topology needs to identify failure domains. In a flat network, a fault, excessive broadcast traffic, a loop, or a configuration problem can affect a large portion of the VSS. In segmented architectures, the impact can be limited and different policies applied to devices, servers, clients, and integrations.

Logical and physical segmentation. Separation by VLAN is a common practice for reducing attack surface and controlling communications, but it should not be confused with absolute isolation. The design should explicitly define which flows cross each boundary, which ports and protocols are required, which devices can initiate sessions, and where firewalls or ACLs are present.

Capacity and oversubscription. Access switches may serve dozens of PoE cameras while uplinks concentrate all traffic. The analysis should verify uplink capacity, backplane, buffers, PoE budget, and redundancy. In large systems, the video network may require high-capacity aggregation and separate paths for recording and operation.

Latency and jitter. In live monitoring, particularly when PTZ control, intercom, coordinated response, or remote operation are involved, excessive latency reduces the operator’s ability to act. The design needs to consider the entire chain: camera, encoding, network, server, decoding, and display. Measuring ping alone does not characterize audiovisual performance.

Multicast. It can be useful when the same stream is consumed by multiple clients, but it requires correct design of IGMP, snooping, querier, routing, and distribution domains. Poorly configured multicast can turn bandwidth savings into traffic flooding.

Time synchronization. NTP or another reliable time architecture needs to cover cameras, servers, VMS, and integrated systems. Temporal coherence is essential for event correlation, investigation, export, and integration. The standard associates time and identification requirements with data-integrity functions.

Network monitoring. A professional architecture provides for health monitoring, logs, SNMP where applicable, communication-loss alerts, and diagnostic tools. The VSS should be able to distinguish video loss, camera failure, network failure, server unavailability, and authentication problems; treating everything as “camera offline” drastically reduces maintainability.

The network also needs to be designed for maintenance. Addressing, naming, port documentation, VLANs, uplinks, PoE, and physical paths should be part of the As-Built. Without this, any later expansion or diagnosis becomes dependent on the integrator’s tacit knowledge.

VMS and System Management: the Operational Brain of the VSS

In corporate systems, the Video Management System — VMS is normally the layer that turns isolated devices into an operationally coherent system. It should not be treated merely as “software for viewing cameras.” Its function includes device management, users, rules, events, recording, recovery, export, auditing, integrations, and, in more sophisticated architectures, high availability.

The functional structure of ABNT NBR IEC 62676-1-1 distinguishes data management, activity management, and interfaces with other systems. This separation remains useful for specifying a modern VMS.

In data management, the system needs to know where each stream comes from, where it is being recorded, how long it must be retained, which metadata are associated with it, who can access it, and how it can be exported. In large installations, these functions may be distributed among management servers, recording servers, databases, storage, directory services, and specialized applications.

In activity management, the VMS handles actions triggered by events and users. An event may result from motion, analytics, tamper, video loss, communication failure, access control, intrusion, fire, or any planned integration. The architecture needs to define what happens after the event: recording with a specific profile, camera call-up, PTZ preset, bookmark, notification, procedure initiation, videowall display, or forwarding to another system.

The rule should be designed as part of the operational process, not as isolated automation. An alert that nobody can handle is noise. An overly sensitive rule can create alarm fatigue. Automation that changes a PTZ position may simultaneously leave another area without coverage. Activity design needs to consider priority, concurrency, acknowledgment, escalation, and restoration.

Another requirement is the distinction among live video, recorded video, and event-associated video. The operator interface should reduce ambiguity and make system status easier to understand. In critical operations, ergonomics, visual consistency, and clarity in alarm presentation directly affect human performance.

The user policy should apply segregation of duties. Operators, supervisors, investigators, administrators, and maintainers do not need the same set of privileges. Permissions should cover live viewing, playback, export, PTZ, audio, metadata, privacy-mask removal, configuration, device management, and administration of the VMS itself.

The audit trail needs to record relevant system and operator events. Logins, denied attempts, configuration changes, exports, failures, recovery, parameter changes, and critical actions should be traceable. In an investigation, the system log can be as important as the video because it allows reconstruction of who accessed, exported, or modified the configuration.

The solution Milestone XProtect VMS is an example of a platform that separates management, recording, and client functions into distinct software components. However, the functional architecture in this article is vendor-independent: the requirement should be defined first, and the platform should demonstrate how it satisfies it.

Storage, Retention, Protection, and Evidence Export

VSS storage cannot be sized only by the number of terabytes. The storage function must ensure that required data are recorded, preserved, retrieved, and exported within the criteria defined for the system.

The calculation starts with the number of cameras, resolution, codec, bitrate, frame rate, recording profile, operating hours, retention, and margin. However, the architecture needs to go beyond nominal capacity and assess write throughput, simultaneous reads, overhead, RAID, file system, archive policies, operational reserves, and failure behavior.

A system may have sufficient capacity in TB and still be unable to absorb the required recording rate. Another may support normal writing but degrade severely when multiple investigators perform playback and export simultaneously. Performance therefore needs to be analyzed under representative operating scenarios.

The article How to Size Storage for Video Surveillance and Corporate VMS presents the specific sizing methodology. In the functional architecture, the objective is to ensure that subsystem capacity and performance match the required recording and recovery functions.

Retention needs to be treated as a policy. Different camera groups may have different periods. Events may be protected longer than ordinary recordings. Images associated with an investigation may require manual preservation. The architecture should define who is permitted to change retention, protect recordings, and delete data.

It is important to distinguish disk redundancy, backup, archive and recording failover. RAID reduces the impact of certain disk failures but does not replace backup. Archive moves or copies data between storage tiers. Failover maintains or restores the recording function when a server fails. Each mechanism addresses a different failure mode.

Export is a critical part of the evidence chain. The VSS should allow selection of sources and time intervals, preserve camera identification and timestamps, and, when necessary, provide means for authenticity validation. The export process should not compromise normal system recording.

Proprietary formats may preserve more features, signatures, and metadata but require a playback mechanism. Common formats facilitate interchange but may lose additional information. The design should define which modes are required and how evidence will be delivered to authorized third parties.

Integrity also requires distinguishing the original recording from working copies. Brightness, contrast, digital zoom, or other enhancements may assist analysis but should not destroy or overwrite the original. When a processed image is exported for investigation, the modification must be traceable.

Metadata, Analytics, and Video Intelligence

Video is no longer merely a sequence of images. In current architectures, metadata form an information layer that describes objects, attributes, positions, trajectories, events, time, location, and other scene-related elements.

ABNT NBR IEC 62676-1-1 already treats metadata as data associated with images and recognizes its use in analysis, storage, presentation, and interfaces. Subsequent evolution of cameras and platforms has made this function even more relevant.

Analytics can operate at the edge, on a server, in the cloud, or in a hybrid model. When processing occurs in the camera, the algorithm works close to the source and can use video before certain compression losses. The device can generate events and metadata streams for VMS consumption. When processing occurs on the server, there is greater ability to aggregate multiple sources or use more computationally intensive models, at the cost of processing and transport resources.

Scene metadata can represent object classes, attributes, bounding boxes, direction, speed, position, and trajectory. When stored and indexed, they allow investigations to move beyond manual playback. Instead of watching hours of recordings, the operator can filter events or objects by available characteristics.

This model is detailed in the articles on Metadata and Computer Vision and Forensic Search in Video Surveillance. For VSS architecture, the central point is to treat metadata as an engineering data flow, with origin, transport, semantics, storage, consumers, and interoperability requirements.

The ONVIF Profile M was developed specifically for metadata and events associated with analytics applications. It covers metadata configuration and streaming, generic object classification, and event interfaces for analytical functions. This does not mean that any “ONVIF” camera is automatically interoperable for every function. Conformity needs to be verified by profile, feature, device, and client.

Profile T, Profile S, Profile G, and Profile M address different sets of functions. In design, simply specifying “ONVIF compatible” without indicating which functions must interoperate is inadequate. A camera may transmit video in a standardized manner and still have proprietary analytics that the VMS does not consume as intended.

The same care applies to proprietary APIs and SDKs. They may offer deep integrations and additional capabilities but create dependency on versions and maintenance cycles. The architecture should record when an integration depends on a proprietary interface, which component is responsible for it, how it will be updated, and how it will be tested.

In systems driven by video intelligence, the specification needs to separate at least four outcomes: detection, classification, event and action. Detecting an object does not mean classifying it correctly; generating an event does not mean the event has operational value; executing an automatic action requires additional safety and governance rules.

Analytics also requires appropriate scene conditions. Pixel density, angle, lighting, occlusion, perspective, speed, installation height, and image stability affect performance. Analytics should therefore not be treated as a license that “adds intelligence” independently of capture.

Integration with Access Control, Intrusion, Fire, PSIM, and Operations Centers

When video surveillance, access control, intrusion, and other platforms need to operate in a coordinated manner, integration should be specified through events, commands, permissions, interfaces, and end-to-end testing — not merely by the presence of drivers.

Learn about Integrated Electronic Security Design

ABNT NBR IEC 62676-1-1 provides for VSS interfaces with other systems and establishes that the external system should be handled with compatible access rights. In current architectures, this boundary is one of the most important design areas because video surveillance frequently participates in an integrated security and operations solution.

An integration with access control, for example, can associate door events with cameras, display video related to denied access, correlate credentials, and enable combined investigation. Intrusion integration can automatically direct the operator to cameras in an alarmed zone. Fire-system integration can provide situational awareness, provided it does not turn the VSS into an improper command element of a life-safety system.

PSIM, command platforms, and operations-center solutions can consume events from multiple domains, apply procedures, and present a unified operational interface. In these cases, the VSS retains its own integrity, access control, and logs; the upper layer should not override internal controls.

Integration needs to define at least:

data origin and destination;

protocol, API, driver, or connector used;

events published and consumed;

commands permitted in each direction;

authentication and authorization between systems;

licensing dependencies;

handling of communication loss;

time synchronization;

logging and auditing;

behavior during maintenance and version updates.

An integration is only complete when the operational use cases work. Having a driver installed does not demonstrate integration. If the requirement states that a forced-access event must automatically display the correct camera at the operator workstation, the test needs to trigger the actual event, verify correlation, measure presentation time, and confirm event logging.

<svg id="a3a-diagram-2" width="100%" xmlns="http://www.w3.org/2000/svg" class="flowchart" VSS, Security Systems, and the Operations Center

The article Integration of VMS, PSIM, SCADA, and BMS in Operations Centers examines this system-of-systems layer in greater depth. The Video Surveillance Monitoring Room addresses the physical and technological environment in which information reaches the operator.

In a 24×7 operations center, VSS architecture also needs to be analyzed in terms of the impact of unavailability. Loss of a camera differs from loss of a recording server; loss of the management server differs from loss of recording; unavailability of an integration does not necessarily eliminate direct access to the VMS. These states need to be documented and tested.

O Integrated Electronic Security Design is appropriate when the scope extends beyond video surveillance and requires functional coordination among video, access control, intrusion, integration, and operations.

VSS Integrity, Access Levels, and Cybersecurity

System security, within the IEC 62676 framework, includes the integrity of the VSS itself and data integrity. In a contemporary IP architecture, this connects directly to cybersecurity practices, hardening, identity management, segmentation, and infrastructure protection.

System integrity begins with physical control. Cameras, racks, servers, storage, switches, and workstations cannot be treated as abstract elements. Unauthorized physical access may enable reset, replacement, disconnection, media extraction, or network manipulation. Mechanical protections, location, enclosures, and access control to the environment are part of the defense model.

At the logical level, the architecture should apply least privilege. Operators need only the functions necessary for operations. Investigators may need playback and export. VMS administrators need configuration access but not necessarily unrestricted administration of storage or the domain. Separation reduces the impact of errors, privilege abuse, and credential compromise.

Default credentials should be eliminated, unnecessary accounts removed, and authentication policies applied according to criticality. Integrations between systems also need their own identities, avoiding shared generic accounts when the platform supports more controlled mechanisms.

The Milestone XProtect hardening guide, for example, recommends network segmentation, server access control, device hardening, configuration documentation, continuous vulnerability management, and least privilege. These practices are platform-specific but represent a broader principle: cybersecurity is a lifecycle process, not a configuration performed only at delivery.

The camera network should be segmented according to the architecture. Direct device communication with corporate networks or the Internet should exist only when there is an explicit requirement and control. Remote maintenance access needs to be governed, authenticated, and audited. Unnecessary services and ports should be disabled according to device capabilities and organizational policy.

Encryption needs to be applied with impact analysis. HTTPS, TLS, database protection, and encryption of recordings or exports can increase confidentiality and integrity, but they also introduce requirements for certificates, keys, performance, and recovery. The design should define who manages these elements and how continuity will be maintained.

Firmware and software updates need to be part of the operating strategy. A VSS with hundreds of devices may remain in production for many years; during that period, vulnerabilities, operating-system changes, and compatibility changes will occur. Inventory, versioning, compatibility matrix, maintenance windows, and rollback plans need to be considered from the design stage.

Data integrity includes unambiguous identification of source and time, protection against alteration, and access control. The architecture should preserve the relationship among video, metadata, event, and origin. This is especially important when data passes through VMS, analytics platforms, integrations, and exports.

O whitepaper on Cybersecurity in Video Surveillance Systems examines hardening, segmentation, identities, vulnerabilities, and risk management throughout the lifecycle in greater depth.

Availability, Redundancy, and Failover Must Be Defined by Function

Availability needs to be demonstrated by function. Redundancy analysis should identify single points of failure, contingency capacity, failover behavior, and recovery requirements for network, servers, storage, and software.

Structure requirements for implementation, redundancy, and operational readiness

“Redundant server” is an incomplete description. Availability engineering needs to state which function remains available, which failure is tolerated, which mechanism assumes the function, and what happens to the data during the transition.

In distributed VSS architectures, different functions may use independent strategies. Management server, recording server, database, storage, network, authentication, clients, and integrations do not necessarily share the same redundancy mechanism. Failure of each block produces different effects.

For example, temporary unavailability of central management may not interrupt established recordings, depending on the platform and architecture. In another scenario, recording-server failure may interrupt recording until failover takes over the devices. Storage with RAID may tolerate disk failure without providing protection against complete server unavailability or logical corruption.

For this reason, availability requirements should be written functionally:

recording should continue after failure of a recording server defined as critical;

loss of connection with a camera should be detected and logged;

uplink failure should not simultaneously interrupt all paths intended as redundant;

the VMS should indicate loss and recovery of essential functions;

recovery after a power outage should preserve configuration and data consistency;

the system should have a verifiable recovery procedure.

The network architecture should eliminate false single points of failure when criticality requires it. Dual uplinks, stacking or MC-LAG, independent physical paths, redundant power supplies, UPS systems, and multiple interfaces may be used, but each mechanism needs to correspond to an actual risk. Redundancy without physical independence may create only the appearance of resilience.

High availability also depends on capacity. A failover server that needs to assume several recording servers must have sufficient resources for the planned contingency scenario. A redundant link needs to support displaced traffic. Shared storage needs to maintain IOPS and throughput during failures or rebuilds.

Recovery should be tested under controlled conditions. Checking “healthy” indicators is not enough. Expected failures need to be induced, and detection time, behavior during interruption, recording continuity, acceptable loss, return to normal state, and log generation need to be measured.

The article High Availability in 24×7 Operations Centers examines redundancy, failover, and continuity in continuous-operation architectures in greater depth.

Environmental Classes, Power Supply, and Physical Infrastructure

Functional architecture depends on components operating under actual environmental conditions. ABNT NBR IEC 62676-1-1 presents environmental classes for components installed in controlled indoor environments, more severe indoor environments, protected outdoor environments, and exposed outdoor environments. This classification reinforces that equipment selection should be consistent with temperature, humidity, weather, and other expected influences.

IP rating and mechanical resistance should not be selected by habit. A camera installed in an exposed outdoor area, harsh industrial environment, coastal region, or location subject to vandalism may require additional criteria that cannot be reduced to “IP66.” Materials, sealing, impact resistance, corrosion, temperature range, mounting, and accessories need to be evaluated in the application context.

Power supply is equally part of availability. For PoE cameras, switch power budget, PoE class, losses, simultaneous startup, and contingency capacity need to be sized. For switches supplied by UPS systems, it should be verified whether autonomy meets system policy and whether the other critical components are within the same protected domain.

The design should map electrical domains. A redundant network architecture loses part of its value if both paths depend on the same power source, panel, UPS, or circuit without that dependency being analyzed. In critical systems, independence needs to be addressed end to end.

Surge protection, grounding, equipotential bonding, and electromagnetic compatibility also affect reliability. Outdoor cameras, metallic links between buildings, and equipment installed in industrial environments require coordination with electrical and telecommunications designs.

Physical infrastructure should facilitate maintenance. Racks, patch panels, identification, reserves, accessibility, ventilation, cable organization, and documentation are engineering elements that affect MTTR — Mean Time to Repair — and the ability to maintain the system throughout its lifecycle.

Technical Documentation Turns Architecture into an Operable System

A VSS that works only while the original integrator “remembers how it was built” has not been properly delivered. Documentation needs to support installation, commissioning, operation, maintenance, diagnosis, expansion, and recovery.

ABNT NBR IEC 62676-1-1 requires concise, complete, and unambiguous documentation. For current architectures, the documentation set should be expanded according to system complexity.

A robust technical package typically includes:

operational requirements and design assumptions;

drawings showing camera location, identification, and field of view;

point and function matrix;

physical and logical architecture diagrams;

network topology, VLANs, addressing, and interfaces;

server, VMS, and storage architecture;

licensing matrix;

table of streams, codecs, bitrates, and retention periods;

event, alarm, and automation matrix;

integration matrix with external systems;

user profiles and responsibilities;

backup and recovery policy;

redundancy and failure-mode matrix;

firmware, software, and configuration baseline;

operation and maintenance procedures;

test results and commissioning evidence;

consolidated As-Built documentation.

Integration documentation should state not only “integrates with system X,” but also method, direction, data objects, events, dependencies, and versions. Proprietary interfaces need to reference the API, driver, or plugin used. Standardized protocols need to record the profiles and capabilities actually implemented.

Network documentation should allow maintainers to understand which interfaces are critical, which paths are redundant, where routing exists, which services are authorized, and how traffic is distributed. Generic diagrams that show only “cameras → switch → server” are insufficient in distributed systems.

It is also important to maintain a configuration baseline. Camera parameters, stream profiles, recording rules, retention, permissions, analytics, presets, events, and integrations need some form of version control or record. Without a baseline, commissioning does not produce a reference for diagnosing future degradation.

Commissioning and Technical Acceptance of VSS Architecture

Commissioning verifies whether the implemented architecture meets operational and design requirements. In a VSS, this cannot be limited to a list of cameras with “image OK.” The object to be accepted is the complete functional chain.

The international edition IEC 62676-4:2025 updates the application guidelines for the series, covering planning, design, installation, testing, commissioning, and maintenance of VSS. When used together with the Brazilian ABNT NBR IEC 62676-1 basis, it should be explicitly cited as a complementary international reference without suggesting that an equivalent Brazilian adoption of the 2025 edition already exists.

The commissioning plan should derive from the requirements and identify procedures, instruments, evidence, responsible parties, and acceptance criteria. Tests must be repeatable. “It worked” is not a criterion; the initial condition, action, expected result, and evidence need to be defined.

Capture and image quality. Verify framing, focus, field of view, daytime/nighttime condition, backlighting, motion, auxiliary lighting, privacy masks, and the operational purpose of each point.

Transmission. Verify connectivity, packet loss, stability, latency where relevant, uplink capacity, behavior under load, time synchronization, and generation of failure events.

Recording and retention. Confirm that the correct streams are being recorded, that the recording rate matches the specification, that storage supports the load, that retention is configured, and that playback and export do not interrupt recording.

VMS and operation. Test users, profiles, alarms, rules, maps, PTZ, bookmarks, search, playback, export, logs, and operator interfaces. Tests need to be performed with actual profiles, not only with an administrative account.

Analytics and metadata. Validate use cases under the expected scene conditions, including positive events, non-detection scenarios, and false-alarm analysis. Verify metadata transport, storage, and search when these functions are within scope.

Integrations. Trigger actual events in access control, intrusion, or other systems and confirm end-to-end behavior. Also test interface unavailability and recovery.

Cybersecurity. Verify specified hardening, accounts, credentials, segmentation, authorized communication, certificates, enabled services, remote access, and version baseline. Commissioning does not replace a security audit, but it should confirm that specified measures were implemented.

Failover and recovery. Induce controlled failures in components defined as redundant, measure detection and recovery time, verify continuity of functions, and analyze logs. Then confirm return to normal state without loss of configuration.

Evidence. Each result needs to be recorded. Isolated screenshots are rarely sufficient for complex functions. Logs, reports, exported files, measurements, test videos, a results matrix, and records of test conditions form a more reliable acceptance package.

The Commissioning Guide details the complete methodology for planning, testing, punch-list items, acceptance, and handover. For VSS, the logic is the same: the test needs to demonstrate that the system performs the specified function under the expected conditions.

Acceptance should also handle outstanding issues in a controlled manner. Failures that compromise coverage, recording, security, integration, or continuity cannot be treated in the same way as minor documentation adjustments. Objective classification facilitates acceptance decisions, retention of pending items, and subsequent closure.

Reference VSS Architecture: Connecting the Blocks without Locking into a Vendor

A vendor-agnostic architecture is not a vague architecture. On the contrary, it needs to describe interfaces and requirements precisely enough for different solutions to be compared on the same basis.

In a typical corporate installation, the field layer may contain fixed cameras, PTZ cameras, multisensors, thermal cameras, and specialized devices. These devices connect to the access network, normally PoE, which forwards video, metadata, events, and management traffic to the central infrastructure.

The processing and recording layer may contain management servers, recording servers, analytics servers, databases, and storage. In smaller systems, several functions may coexist on a single server. In larger or critical systems, separation allows independent scaling, maintenance, and redundancy.

The operations layer contains client workstations, videowalls, mobile devices, and integrations with operations centers. These clients should not necessarily access cameras directly; stream and control can be mediated by the VMS to preserve policies, logs, and consistency.

The integration layer connects the VSS to access control, intrusion, PSIM, BMS, corporate systems, and other platforms. The design should avoid unnecessary coupling. The greater the number of point-to-point dependencies, the greater the maintenance and update complexity.

A good architecture matrix identifies, for each function, primary owner, contingency owner, input, output, protocol/interface, performance requirement, and acceptance test. This model is more robust than simply listing equipment models.

Function

Primary input

Expected result

Engineering criterion

Capture

Physical scene

Image useful for the operational purpose

coverage, detail, lighting, motion

Interconnection

Video, audio, metadata, and control

Reliable transport

capacity, latency, loss, availability

Manipulation

Streams and events

Viewing, analysis, transcoding

performance and information preservation

Recording

Defined streams

Retained evidence

throughput, capacity, retention, integrity

Management

Devices, users, and rules

Coordinated operation

availability, permissions, logs

Analytics

Video/metadata

Events and structured information

accuracy, latency, interoperability

Integration

External events and commands

Coordinated action

interface, authentication, failure behavior

Security

System and data

Protection and traceability

access, hardening, integrity, auditing

Operation

VSS information

Situational awareness and response

ergonomics, priority, procedure

Commissioning

Requirements and installed system

Evidence of compliance

objective and traceable criteria

The specification may indicate reference models when necessary to define performance or feasibility, but it should preserve measurable technical criteria. The scope should not depend on irrelevant characteristics that merely reproduce a brand’s datasheet.

When receiving proposals, the contracting party needs to be able to compare architectures. For this purpose, it may require diagrams, supply matrix, models, licensing, interfaces, capacity, retention policy, redundancy criteria, and a declaration of compliance with requirements. The evaluation moves away from “which brand looks better” and instead verifies which solution demonstrates compliance with the functional set.

Recurring Errors in Video-Surveillance System Design

The first mistake is starting with the number of cameras. Quantity is a consequence of coverage, purpose, field of view, and risks. When the process starts with “we need 100 cameras,” the architecture tends to be built around that number instead of solving operational requirements.

Another mistake is sizing network and storage only by average values. Video is variable. Complex scenes, noise, rain, motion, and lighting changes can increase bitrate. Exports and playback generate additional traffic. Failover can concentrate load. The design needs to consider margins and peak scenarios.

It is also common to use “ONVIF” as synonymous with full interoperability. ONVIF is organized by profiles and features. Video streaming, edge storage, analytics, metadata, and access control do not belong to the same functional set. Interoperability needs to be validated for the actual use case.

The fourth mistake is treating analytics as an abstract requirement. “Embedded AI,” “smart detection,” or “behavioral analysis” are insufficient expressions. The design should define object, event, area, condition, response, and evaluation criterion.

The fifth problem is confusing RAID with high availability. RAID can keep data accessible after certain disk failures, but it does not solve server, controller, operating-system, network, or power failures. Availability requires failure-mode analysis.

The sixth is accepting integration without end-to-end testing. A plugin loaded in the VMS does not prove that events, permissions, commands, communication loss, and recovery work according to the operational process.

The seventh is leaving cybersecurity to the IT team after installation. Devices, topology, services, credentials, certificates, segmentation, and remote access are architectural decisions. Correcting them later may require significant reconfiguration.

The eighth is delivering the system without operational documentation. Drawings and datasheets do not replace the event matrix, profiles, logical topology, configuration baseline, rules, retention, and recovery procedures.

Finally, it is common to test only normal conditions. Critical systems also need to be tested under failures: camera loss, network loss, power outage, server unavailability, integration loss, degraded storage, and return to normal operation. It is under these conditions that the architecture demonstrates whether it is truly resilient.

Final Considerations

A VSS architecture should be understood as an architecture of functions, data, and interfaces. Cameras are the beginning of the chain, not the complete system. Capture, transmission, manipulation, storage, management, analytics, integration, security, availability, operation, and evidence need to work in a coordinated manner.

ABNT NBR IEC 62676-1-1 provides a particularly solid basis by separating the video environment, system management, and system security. Part 1-2 complements this structure with transmission requirements for IP networks. For planning, design, installation, testing, and commissioning, IEC 62676-4:2025 expands the international reference framework and should be used with appropriate technical context in Brazilian projects.

The main consequence for engineering is simple: a good VSS is not specified by an equipment list, but by the requirements the architecture can demonstrate. When functions, interfaces, failure modes, and acceptance criteria are clearly defined, manufacturers and topologies may vary without losing the technical objective.

This improves design, procurement, bid comparison, implementation, commissioning, and operations. It also reduces dependence on tacit knowledge and creates a documentary basis for maintenance, expansion, modernization, and incident investigation throughout the system lifecycle.

Technical acceptance of a VSS should demonstrate the complete functional chain: image, transmission, recording, events, integrations, security, failover, and recovery. Objective tests and traceable evidence reduce the risk of accepting a system that appears operational but cannot fulfill the scope.

Learn about the Engineering Commissioning service

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Technical References

[1] BRAZILIAN ASSOCIATION OF TECHNICAL STANDARDS. Functionally, it includes image capture, interconnections, manipulation and storage, management, operator presentation, interfaces with other systems, and mechanisms for system and data integrity.

What Is the Difference Between VSS Architecture and Video-Surveillance Design?
VSS architecture describes the functional blocks, relationships, data, and interfaces the system needs to have. Video-surveillance design transforms those requirements into concrete implementation with camera points, topology, equipment, network, servers, storage, licensing, infrastructure, and documentation.

Does ABNT NBR IEC 62676 Define Camera Models or Manufacturers?
No. The normative approach is predominantly functional: it defines requirements and recommendations for the system and its functions. Product selection should occur afterward, demonstrating compliance with the operational, environmental, performance, and security requirements established for the design.

Is the VMS Part of VSS Architecture?
Yes. In corporate IP systems, the VMS normally concentrates management, recording, user, event, rule, auditing, export, and integration functions. Depending on the solution, these functions may be distributed among several servers and services.

Does ONVIF Guarantee That Any Camera Will Work Fully with Any VMS?
No. Interoperability depends on the profiles and features supported by devices and clients. Streaming, edge storage, metadata, and analytics are addressed by different functional sets. The design should specify and test the ONVIF functions actually required.

Is RAID Sufficient to Guarantee High Availability for Video Surveillance?
No. RAID mainly addresses certain disk failures. High availability needs to consider servers, network, storage, database, power supply, VMS, integrations, and failover mechanisms, as well as sufficient capacity during contingency.

What Should Be Tested During VSS Commissioning?
Image capture and quality, transmission, recording, retention, VMS, users, events, analytics, metadata, integrations, export, logs, cybersecurity, redundancy, and recovery should be tested, always using objective criteria derived from the design requirements.

What Is the Role of Metadata in a Video-Surveillance Architecture?
Metadata structures information associated with images, such as objects, attributes, location, trajectory, events, and time.
