The resulting value depends on the reference adopted, construction standard, location, base date, the area used as the denominator, and, above all, what is or is not included in scope. For this reason, CUB, SINAPI references, proprietary historical data, and a detailed estimate can produce very different values per square meter without any of them necessarily being \u201cwrong\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For preliminary decisions, BRL\/m\u00b2 helps test order of magnitude and scenarios. As the project matures, the estimate should migrate toward quantities, cost compositions, reference prices, BDI, schedule, and documented assumptions. In public works, this transition is particularly important because Law No. 14.133\/2021 requires the estimated value to be compatible with market conditions, quantities, public databases, and the particular characteristics of the execution location.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">What construction cost per m\u00b2 means<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dividing the total cost of a project by an area produces a simple unit indicator:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Cost per m\u00b2 = cost considered \u00f7 area considered<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The formula is simple. The difficulty lies in correctly defining both terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the numerator, \u201ccost\u201d may mean only basic construction, direct service costs, price including BDI, total investment, complementary works, or complete CAPEX. In the denominator, area may be built area, equivalent area, private area, usable area, intervention area, conditioned area, or another metric defined for the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two projects with the same total value can show different BRL\/m\u00b2 simply because they use different reference areas. Likewise, two indicators using the same area can diverge because one includes special foundations, elevators, HVAC, site development, design, and remuneration while the other does not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, any per-square-meter indicator should be accompanied by at least:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>the area concept used;<\/li><li>project typology and standard;<\/li><li>location;<\/li><li>base date;<\/li><li>included and excluded scope;<\/li><li>project maturity stage;<\/li><li>source and cost-development methodology.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Without this information, the number has limited ability to support an engineering decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>There are several types of BRL\/m\u00b2 references<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expression \u201ccost per square meter\u201d encompasses references that serve different purposes. Among the most common are CUB\/m\u00b2, SINAPI indicators or compositions, corporate historical data, parametric estimates, and the cost resulting from a detailed estimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The error occurs when these instruments are treated as interchangeable.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Reference<\/td><td>Main purpose<\/td><td>Basis<\/td><td>Specificity level<\/td><\/tr><tr><td>CUB\/m\u00b2<\/td><td>standardized construction indicator<\/td><td>NBR 12721 standard projects<\/td><td>low for a specific project<\/td><\/tr><tr><td>parametric indicator<\/td><td>estimating and comparison<\/td><td>historical data and project variables<\/td><td>low to medium<\/td><\/tr><tr><td>SINAPI<\/td><td>public reference for inputs and cost compositions<\/td><td>prices, wages, and technical compositions<\/td><td>high when applied to the project<\/td><\/tr><tr><td>detailed estimate<\/td><td>develop the project cost\/price<\/td><td>quantities + compositions + actual conditions<\/td><td>high<\/td><\/tr><tr><td>proprietary historical data<\/td><td>benchmarking and feasibility<\/td><td>normalized previous projects<\/td><td>variable<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The choice depends on the question being answered. \u201cDoes it fit the investment?\u201d is different from \u201cwhat should the procurement reference estimate be?\u201d<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">CUB\/m\u00b2: a standardized indicator, not the complete project price<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"\/conteudo\/artigos-tecnicos\/cub-o-que-e-como-e-calculado-para-que-serve\/\">CUB \u2014 Basic Unit Cost<\/a> is calculated according to ABNT NBR 12721 and published by the regional Sinduscon associations. Its strength lies in standardization: standard projects, defined criteria, and periodic publication make it possible to monitor cost trends and compare references.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CUB\/CBIC documentation itself emphasizes that CUB\/m\u00b2 represents <strong>part of the construction costs<\/strong> of a standard project. Certain items must be considered separately depending on the project, such as special foundations, elevators, specific equipment and installations, complementary works, site development, design, fees, and remuneration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that the operation \u201carea \u00d7 CUB\u201d should not be presented as the final price of a real project without adjustments and additions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/conteudo\/artigos-tecnicos\/nbr-12721-como-norma-estrutura-cub-custos-construcao\/\">NBR 12721 and the CUB structure<\/a> are particularly useful for understanding why different standard projects have different indicators and why equivalent area and finishing standard matter in the analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CUB works very well as a trend, comparison, and early-estimate reference when the typology has a reasonable match. Its explanatory power decreases when the project has special systems, mission-critical requirements, atypical implementation conditions, or a scope that differs greatly from the standard projects.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">SINAPI: a cost reference, not a single \u201cprice per m\u00b2\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/conteudo\/artigos-tecnicos\/sinapi-o-que-e-como-funciona-orcamento-obras\/\">SINAPI<\/a> is Brazil\u2019s main cost reference for engineering works and services within the scope established by federal legislation. CAIXA maintains the engineering technical database and IBGE participates in the price survey, in accordance with Decree No. 7.983\/2013 and the system\u2019s current structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SINAPI is far more granular than a single per-m\u00b2 indicator. Its database contains inputs, cost compositions, and technical documentation that make it possible to build unit costs for specific services. In an estimate developed from the design, the professional identifies the services, takes off their quantities, applies suitable compositions, and consolidates costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chain is different from simply multiplying an area by an index:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>design \u2192 quantities \u2192 services \u2192 cost compositions \u2192 inputs\/prices \u2192 service costs \u2192 total cost<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CAIXA also provides parametric compositions to support feasibility analysis and investment decisions at a stage prior to the reference estimate based on basic or detailed design. This reinforces the idea that the system itself recognizes different maturity levels and estimating methods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a current operational caveat: notices issued by CAIXA state that, beginning with the October 2025 reference period, monthly reports were exceptionally made available with input prices and composition costs shown as zero because the price information needed for updating was unavailable. Therefore, <strong>a zero value in a report must not be interpreted as the actual cost<\/strong>. Before using any SINAPI reference, it is necessary to verify the base date, actual data availability, and CAIXA\u2019s current notices.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">Detailed estimating: cost is derived from the design<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In a detailed estimate, area is no longer the primary element used to develop cost. The design is broken down into services and quantities. The <a href=\"\/conteudo\/artigos-tecnicos\/planilha-orcamentaria-obra-publica\/\">public works estimate spreadsheet<\/a> consolidates this structure, while the <a href=\"\/conteudo\/artigos-tecnicos\/levantamento-quantitativo-obra-memoria-calculo\/\">quantity takeoff<\/a> connects each item to its source in the design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each service has a unit appropriate to its nature: m\u00b3 of concrete, kg of steel, m of piping, m\u00b2 of finish, equipment unit, point, set, hour, or another technically justified measure. Unit cost is developed from <a href=\"\/conteudo\/artigos-tecnicos\/composicao-custos-unitarios-obras\/\">unit cost compositions<\/a> and price sources consistent with the base date and location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only after the project cost has been consolidated does it make sense to divide the total by area to generate a project benchmarking indicator:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Detailed BRL\/m\u00b2 = estimated project cost or price \u00f7 defined area<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this case, BRL\/m\u00b2 is a <strong>result<\/strong> of the estimate, not its main assumption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This inversion is essential. In an early estimate, the indicator generates the value. In a developed estimate, the detailed value generates the indicator.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">Why CUB, SINAPI, and detailed estimates produce different values<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">Differences among CUB, SINAPI, and a project-specific estimate need to be explained by design solutions, not eliminated through an arbitrary adjustment to force the number into an average.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/servicos\/planejamento\/revisao-validacao-tecnica-projetos-design-review\/\">Review assumptions and maturity through Design Review<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The differences arise because each reference has its own scope, methodology, and level of detail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Scope.<\/strong> CUB has defined exclusions and represents standard projects. A project-specific estimate may include external infrastructure, equipment, special systems, site development, commissioning, and other components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Design.<\/strong> A detailed estimate incorporates the solutions actually specified. A simple facade and a high-performance facade may occupy the same area but have very different costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Location.<\/strong> Logistics, labor availability, productivity, freight, access conditions, and the local market influence cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Base date.<\/strong> Comparing indicators from different months without escalation distorts the conclusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reference area.<\/strong> Actual area, equivalent area, or another basis changes the denominator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Price formation.<\/strong> One indicator may represent partial cost; another may include BDI, taxes, risks, and remuneration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Implementation conditions.<\/strong> Work in an operating facility, time restrictions, phasing, safety, interferences, limited access, and the need for operational continuity do not automatically appear in generic indicators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, asking \u201cwhich one is more correct?\u201d without defining the purpose is inappropriate. The correct method is the one best aligned with project maturity and the decision being analyzed.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">When to use cost per m\u00b2<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">The per-m\u00b2 indicator is useful for feasibility and benchmarking, but it needs to state the area, scope, typology, region, and base date to avoid creating false precision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/servicos\/planejamento\/orcamento-obras-servicos-engenharia\/\">Develop a technically traceable estimate and cost baseline<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The per-m\u00b2 indicator is especially useful in phases where there is not yet sufficient design information to develop complete quantities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technically defensible uses include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>feasibility studies;<\/li><li>comparison of implementation alternatives;<\/li><li>preliminary CAPEX definition;<\/li><li>benchmarking among similar assets;<\/li><li>order-of-magnitude analysis;<\/li><li>parametric checking of an estimate already developed;<\/li><li>establishing cost targets at the beginning of development.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The article on <a href=\"\/conteudo\/artigos-tecnicos\/orcamento-parametrico-o-que-e-quando-usar-limitacoes\/\">parametric estimating<\/a> explores the logic of working with scale variables before full detailing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main condition is to make uncertainty explicit. An early indicator should not be given the appearance of precision of a detailed estimate. Adding decimal places to a weak assumption does not improve estimate quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>When cost per m\u00b2 is no longer sufficient<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As decisions begin to depend on actual specifications, quantities, and interfaces, the indicator needs to be replaced or supplemented by more granular methods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BRL\/m\u00b2 is no longer sufficient when it is necessary to:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>prepare a reference estimate for procurement;<\/li><li>compare proposals by items and services;<\/li><li>define unit-price acceptability criteria;<\/li><li>measure physical progress;<\/li><li>develop change orders or analyze scope changes;<\/li><li>identify critical services in the ABC Curve;<\/li><li>verify productivity and cost compositions;<\/li><li>control costs by package or discipline;<\/li><li>trace differences between design and estimate.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In these situations, area does not explain where the money is. It is necessary to know which services make up the total.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">Cost per m\u00b2 in public works<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">In public procurement, estimate development should follow design development. Cost per m\u00b2 can support early decisions, but it does not replace the required documents when the object already allows greater detail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/servicos\/planejamento\/projeto-basico\/\">Structure the Basic Engineering Design<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Article 23 of Law No. 14.133\/2021 establishes that the previously estimated value must be compatible with market values, considering prices from public databases, quantities, and the particular characteristics of the execution location. For engineering works and services, paragraph 2 defines parameters such as SICRO for transportation infrastructure and SINAPI for other engineering works and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Law itself also allows, under integrated and semi-integrated contracting, expedited or parametric methodology for portions of the project that are not sufficiently detailed in the preliminary design, reserving the synthetic estimate for portions that permit that level of development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This logic is consistent with TCU guidance: as project maturity increases, global approximations should increasingly be replaced by quantities and prices for services that have actually been defined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A per-m\u00b2 indicator can therefore be part of preliminary studies and parametric checks, but it should not be used to conceal a lack of detail when the procurement stage requires an estimate compatible with the available design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The denominator matters: which area is being used<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same project may have multiple valid area measures for different purposes. Comparing BRL\/m\u00b2 without standardizing the denominator is therefore one of the most common ways to produce misleading benchmarking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a building with technical areas, parking, roof areas, shafts, external areas, and support spaces. If one indicator uses total built area and another uses only private area, the percentage difference can be significant even when the cost is identical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For CUB, NBR 12721 uses its own concepts, including standard projects and equivalent areas. In corporate benchmarking, a company may adopt gross area, functional area, or another variable. In technical systems, another metric may sometimes explain cost better: installed kW in a data center, number of points in telecommunications, treatment capacity in sanitation, beds in a hospital, or length in linear infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BRL\/m\u00b2 is a powerful metric when area is truly a relevant cost driver. Otherwise, it can hide the most important economic variable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What normally causes cost per m\u00b2 to vary<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even in projects with similar typologies, several factors materially change the indicator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Specification standard.<\/strong> Materials, finishes, acoustic and thermal performance, safety, and durability change cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>System complexity.<\/strong> Electrical systems, HVAC, automation, telecommunications, electronic security, fire protection, and critical infrastructure can represent a major share of technology-intensive assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Geometry and efficiency.<\/strong> Facades, spans, height, perimeter-to-area ratio, and modularity influence quantities that do not grow linearly with usable area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Geotechnical conditions.<\/strong> Foundations and retaining structures can materially change cost without increasing built area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Logistics.<\/strong> Remote location, restricted access, vertical transport, storage, and execution phases affect productivity and temporary costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Schedule.<\/strong> Acceleration, night work, mobilization, and duration of site administration can modify the estimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Market and base date.<\/strong> Input prices, labor availability, and supply chains vary over time and among regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why the indicator needs to be normalized before projects are compared.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">How to correctly compare two costs per m\u00b2<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before concluding that a project is expensive or inexpensive, normalize the bases.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Confirm that both use the same area definition.<\/li><li>Escalate the values to the same base date.<\/li><li>Adjust regional differences where applicable.<\/li><li>Compare typology and specification standard.<\/li><li>List scope inclusions and exclusions.<\/li><li>Separate construction cost, BDI, and other investment components.<\/li><li>Identify exceptional systems or conditions.<\/li><li>Verify whether the values are estimated, contracted, or actual.<\/li><li>Consider the project stage that generated each number.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Without this normalization, benchmarking can lead to incorrect decisions about value, scope, or design.<\/p>\n\n\n\n\n<h2 class=\"wp-block-heading\">How to turn a per-m\u00b2 estimate into an engineering cost estimate<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">The evolution from order of magnitude to a detailed baseline requires governance over assumptions, revisions, quantities, and decisions. This continuity prevents numbers from different phases from being compared as though they were equivalent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/servicos\/contratacao-integrada\/engenharia-do-proprietario\/\">Apply Owner\u2019s Engineering throughout the project lifecycle<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The evolution does not need to happen all at once. A maturation process can progressively replace global assumptions with specific information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Initial stage \u2014 order of magnitude.<\/strong> Area \u00d7 an indicator compatible with typology, location, and base date, with assumptions and exclusions recorded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Parametric stage.<\/strong> The project is divided into systems or macro-components, using more suitable drivers for each portion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Design in development.<\/strong> Disciplines begin to produce preliminary quantities, allowing parametric blocks to be replaced by service costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Basic design.<\/strong> The estimate gains a summary spreadsheet, quantity calculation records, compositions, price sources, BDI, and the other documents required for the procurement level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Detailed design.<\/strong> Quantities, specifications, and interfaces are refined, reducing residual uncertainty and enabling a control baseline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout this process, the per-m\u00b2 indicator remains useful as a reasonableness check. If the detailed estimate deviates significantly from comparable history, the difference should be explained \u2014 not automatically corrected to \u201creturn to the average\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conceptual comparison example<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine two buildings with the same apparent area. The first uses a parametric BRL\/m\u00b2 reference based on a standard project. The second has a detailed estimate and includes special foundations, a generator, high-availability HVAC, access control, CCTV, automation, data infrastructure, and site development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the second shows a higher BRL\/m\u00b2, the correct conclusion is not that the detailed estimate is inflated.
