In simplified terms, direct cost represents what can be identified and measured directly in executing the scope; BDI complements this structure to arrive at the selling price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic relationship can be represented as <strong>Selling Price = Direct Cost \u00d7 (1 + BDI)<\/strong>. This does not mean, however, that BDI is merely an arbitrary markup on the estimate. Its composition should reflect the economic structure of the service: head-office overhead, risks, insurance, bonds and guarantees, financial expenses, remuneration, and taxes levied on revenue, as applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fundamental point is that <strong>BDI is not synonymous with profit<\/strong>. Profit or remuneration is only one component of the composition. Likewise, directly identifiable and measurable costs \u2014 such as site administration, temporary facilities, mobilization, and demobilization, when treated as project-specific costs \u2014 should not be duplicated within BDI. A technically consistent BDI therefore begins with the correct separation of direct cost, indirect expenses, risks, taxes, and remuneration.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is BDI<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What Benefits and Indirect Expenses means<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The term BDI is used in Cost Engineering to represent a set of components involved in transforming cost into price. Under the terminology currently used by Law No. 14,133\/2021, BDI corresponds to <strong>Benefits and Indirect Expenses<\/strong>. Older technical documents and case law also commonly use the expression <strong>Bonuses and Indirect Expenses<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The terminology difference does not change the core economic principle: BDI should represent components not allocated directly to the services and inputs in the cost worksheet, together with the remuneration required to form the price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What is BDI\u2019s role in price formation?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A structured construction estimate normally starts with identifying services, surveying quantities, and building unit costs. These unit costs incorporate materials, labor, equipment, and other components directly associated with executing each service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once direct costs are consolidated, there are still economic components required for a company to assume and perform the contract: corporate head-office structure, exposure to certain risks, insurance, bonds and guarantees, financial costs, taxes levied on revenue, and business remuneration. This is where BDI applies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, BDI should not be viewed as a rate independent of the estimate. It depends on how direct cost was structured. If a given expense has already been allocated directly, including it again in BDI creates duplication. If a component required to form the price is in neither direct cost nor BDI, there will be an omission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI is not profit<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Confusing BDI with profit is one of the most common estimating errors. Profit is only one component of the rate. Even a composition with a relatively low remuneration margin can have a significant BDI if taxes, financial costs, insurance, guarantees, risks, and head-office overhead are material.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, reducing BDI does not necessarily mean reducing only the company\u2019s margin. Depending on the composition, it may mean underestimating actual expenses or taxes levied on the operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI is not an arbitrary percentage applied to the estimate<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Market percentages and institutional references are useful benchmarks, but they do not replace the calculation memorandum. The final percentage must be consistent with the composition used, the nature of the scope, the company\u2019s structure, the tax regime, and the contractual conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Applying 20%, 25%, or any other percentage simply because it was used on another project turns a reference into a rule without checking whether the assumptions are equivalent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Direct cost, indirect cost, BDI, and selling price<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The quality of BDI depends directly on the quality of cost classification. Before calculating any percentage, it is necessary to understand which components are already being allocated directly in the worksheet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What is direct cost?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Direct cost is a cost that can be objectively related to execution of the scope and, as a rule, identified, quantified, and measured. A service composition typically includes materials, labor, equipment, and auxiliary activities required to produce one unit of the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There may also be direct costs that do not belong to a single unit-rate composition but are measurable for the project, such as site administration, mobilization, demobilization, and temporary facilities, when separately estimated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are indirect expenses?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indirect expenses are components required for business activity or contract execution that cannot be individually related to a specific unit of service. Head-office overhead is the classic example: corporate structure, administrative functions, financial management, accounting, technology, human resources, and other functions shared among different contracts must be allocated in an economically coherent manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What is benefit or remuneration?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Business remuneration corresponds to the return expected by the company for mobilizing capital, technical capability, organizational structure, and assuming the project. In the TCU reference formula, this component appears as remuneration or profit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should not be confused with risks or financial expenses. The objective is not merely to calculate a percentage, but to prevent omissions and double counting.<\/p>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\"><strong>Cost Engineering principle:<\/strong> BDI can only be interpreted when the boundary between directly allocated costs and components recovered through the rate is known. An isolated percentage does not show whether the estimate contains omissions or double counting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/servicos\/planejamento\/projeto-basico\/\">Basic Engineering Design: technical basis for estimating and price formation \u2192<\/a><\/p>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Which components make up BDI<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The case law consolidated by the TCU in Decision 2,622\/2013-Plenary structures the BDI rate around components such as head-office overhead, risks, insurance, guarantees, financial expenses, remuneration, and taxes levied on construction revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Head-office overhead<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Head-office overhead represents the portion of the corporate structure that supports contracts but cannot be allocated directly to a specific construction service. Depending on the company\u2019s organization, it may include executive management, administration, legal, accounting, human resources, technology, corporate planning, financial management, and other shared structures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The adopted percentage should relate to the actual structure and to technically defensible allocation criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risks<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The risk component seeks to represent the economic exposure to events associated with execution of the scope that remain the contractor\u2019s responsibility and are not covered by other estimate components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should not be used as a generic reserve for every uncertainty. The analysis needs to consider contractual risk allocation, project characteristics, design maturity, and the risk matrix, where applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Insurance<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contractually required or economically necessary insurance may form part of BDI when not allocated elsewhere. It is important to distinguish insurance cost from contractual guarantees, as they are different cost items.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Guarantees<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Guarantees represent the costs associated with guarantees required under the contract. Law No. 14,133\/2021 provides for different forms and percentages of guarantee depending on the case, including specific rules for high-value public works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The estimate should reflect the requirement actually applicable, avoiding generic percentages unrelated to the tender documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Financial expenses<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financial expenses represent the economic effect of the contract\u2019s cash flow, especially the interval between outlays made by the company and payments received from the client. Measurement cycles, payment terms, working capital, and financing costs affect this component.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This component shows why BDI can vary over time and among contracts: changes in financial conditions and interest rates can alter the financing cost of the operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Remuneration or profit<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remuneration is the business return associated with performing the contract. There is no single economically correct percentage for every company or project. Company size, competitive intensity, risk exposure, commercial strategy, and project characteristics may influence the targeted margin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Taxes levied on revenue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taxes levied on the price or revenue from the service should be treated according to the legislation actually applicable to the case. PIS, Cofins, ISS and, where relevant under the applicable regime, contributions levied on revenue may affect the composition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax composition should not be copied from another estimate without validating the tax regime, municipal legislation, type of service, and base date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Head-office overhead is not site administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction between head-office overhead and site administration is one of the most important classifications in construction estimating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Head-office overhead<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Head-office overhead corresponds to the corporate structure shared by the company among different contracts and projects. As a rule, it cannot be identified directly with a specific unit of service in the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Site administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Site administration corresponds to the structure mobilized specifically to manage and support that project: field engineering and administration teams, supervision, site planning, administrative support facilities, and other resources directly linked to the project, according to the adopted composition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why the distinction changes the estimate<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When site administration can be identified, measured, and paid separately, treating it as a direct cost provides greater transparency and control. The TCU has consolidated the understanding that site administration, temporary facilities, mobilization, and demobilization, when measurable, should be itemized in the direct-cost worksheet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How to avoid double counting<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If site administration has been included as a specific worksheet item, it should not reappear in the head-office overhead percentage within BDI. The same reasoning applies to other components: a cost explicitly estimated must be excluded from allocation bases that could duplicate it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What should not be included in BDI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The principle is simple: <strong>costs directly related to the scope that can be identified, quantified, and measured should be treated directly whenever possible<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Site administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When measurable and linked to the specific execution of the project, it should be treated as a direct cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Temporary site facilities<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Installation, maintenance, and demobilization of temporary site facilities can be estimated based on the structure and resources required for the project. Hiding them in BDI reduces traceability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mobilization and demobilization<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transporting teams, equipment, and resources for project startup and closeout has characteristics specific to each project and can be measured directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Directly identifiable and measurable costs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whenever a cost can be objectively allocated to execution, classifying it as a direct cost tends to produce better traceability. This includes components whose quantity and necessity can be demonstrated in a specific calculation memorandum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Charges already allocated in the compositions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Payroll burdens, complementary labor charges, personal protective equipment, tools, meals, transport, or other components already included in unit-rate compositions cannot be included again in BDI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The double-incidence problem<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important estimate audits is verifying whether a given component is being charged twice. For that, its components need to be broken down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI formula used as a reference by the TCU<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The methodology presented by the TCU uses an equation that considers the different incidence bases of the components. In its usual form:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI = {[(1 + AC + S + R + G) \u00d7 (1 + DF) \u00d7 (1 + L)] \u00f7 (1 &#8211; I)} &#8211; 1<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">where:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>AC<\/strong> = head-office overhead;<\/li><li><strong>S<\/strong> = insurance;<\/li><li><strong>R<\/strong> = risks;<\/li><li><strong>G<\/strong> = guarantees;<\/li><li><strong>DF<\/strong> = financial expenses;<\/li><li><strong>L<\/strong> = profit or remuneration;<\/li><li><strong>I<\/strong> = taxes levied on the selling price considered in the composition.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why simply adding all percentages is not enough<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The components do not necessarily apply to the same economic base. Taxes on revenue, for example, need to be recovered within the selling price itself; financial expenses and remuneration also have a multiplicative relationship with other components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, simply adding AC + risk + insurance + guarantee + financial expenses + profit + taxes does not properly reproduce price formation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI calculation example<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A hypothetical example helps illustrate the mechanics without turning illustrative percentages into a market reference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example assumptions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For educational purposes only, consider:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Component<\/td><td>Hypothetical percentage<\/td><\/tr><tr><td>Head-office overhead<\/td><td>4.0%<\/td><\/tr><tr><td>Insurance<\/td><td>0.5%<\/td><\/tr><tr><td>Risks<\/td><td>1.0%<\/td><\/tr><tr><td>Guarantees<\/td><td>0.3%<\/td><\/tr><tr><td>Financial expenses<\/td><td>1.0%<\/td><\/tr><tr><td>Remuneration<\/td><td>7.0%<\/td><\/tr><tr><td>Taxes on revenue considered<\/td><td>6.0%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">These percentages are not recommendations and should not be transferred to a real estimate without analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Applying the formula<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Applying the hypothetical values:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BDI = {[(1 + 0.040 + 0.005 + 0.010 + 0.003) \u00d7 (1 + 0.010) \u00d7 (1 + 0.070)] \u00f7 (1 &#8211; 0.060)} &#8211; 1<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under these assumptions, the calculated BDI is approximately <strong>21.64%<\/strong>.
