Access control decides physical authorization; CCTV provides visual context, normally managed by a VMS. The integration associates who attempted to enter, at which point, when, and under what condition with the corresponding video, while preserving command rules and the intended autonomy of each subsystem.

The result is not simply placing two applications on the same screen. A properly designed system defines an event-and-response matrix, cameras suitable for the task, time synchronization, permissions, latency, failure handling, and acceptance evidence. This makes it possible to verify an occurrence and act in a coordinated manner without turning loss of video into improper door release or executing stale commands after communication is restored.

What It Means to Integrate Access Control and a VMS

The architecture of an access control system connects identity, authorization, barriers, infrastructure, and operations. In this context, the design should preserve that system-level view and turn specific decisions into verifiable requirements.

An EACS — electronic access control system — decides and records events related to passage through controlled points. A VMS manages video, recording, search, alarms, and camera operations. When the two systems are integrated, an access-control event can trigger an action in the VMS and, conversely, specified operational actions can be routed from the video environment to access control according to the architecture, permissions, and limits defined in the design.

The integration can correlate, for example:

authorized access with the door camera;

access denied with recording and a bookmark of the instant;

forced door with priority notification and automatic video display;

door held open too long with an operational procedure;

duress with associated video and restricted handling;

manual state change with an operator record;

anti-passback event with images from the origin and destination zones;

communication or controller failure indicated in the monitoring environment.

ABNT NBR IEC 60839-11-1 treats the interface with other systems as an EACS function and establishes requirements for annunciation, display, alerting, and recording. ABNT NBR IEC 60839-11-2, in turn, recommends evaluating interfaces with video surveillance in terms of communication links, availability, reliability, data security, and infrastructure requirements. This changes the design logic: integration must be specified as an engineering function, not merely as “brand compatibility.”

<svg Control and a VMS

The Starting Point Is the Event, Not the Camera

The architecture should begin by asking which events require visual context and what operational action each event demands. Associating every door with cameras without defining handling rules often produces an integration that exists technically but is operationally weak.

A minimum matrix can relate event, source, criticality, camera, video action, priority, and procedure.

Event

Source

Action in the VMS

Typical priority

Expected evidence

Authorized access

reader/ACU

optional bookmark

low

user, door, date/time

Access denied

reader/ACU

open camera or log

medium

denial cause + video

Door forced

door sensor

alarm + immediate video

high

door state + recording

Door held open too long

sensor + timer

alarm + video

medium/high

start, duration, and closure

Duress

credential/specific function

restricted handling + video

critical

protected event and record

Controller failure

EACS

operational alarm

high

affected device and scope

This logic directly complements the access control functional matrix, because each point should indicate not only which device exists but also which events it produces and how those events will be handled by other subsystems.

Integration Architectures: Plugin, API, Middleware, and Unification

When video, doors, and alarms require a coordinated response, undefined interfaces create gaps between suppliers. The integrated design establishes events, images, commands, and failure behavior before procurement.

Develop the integrated electronic security design

There is no single correct way to integrate access control and a VMS. The solution depends on scope, criticality, software versions, cybersecurity policy, licensing, and operational requirements.

Plugin Integration

A plugin may allow one platform to be presented within the other platform’s interface. This is common in mature commercial integrations, but the design should evaluate version dependency, support lifecycle, compatibility between releases, and behavior when the plugin is unavailable.

API Integration

APIs allow structured exchange of events, states, and commands. They are useful when flexibility, integration with corporate systems, or orchestration by an external layer is required. The API, however, becomes part of the attack surface and requires authentication, authorization, encryption, privilege limitation, logging, and credential governance.

Middleware or Integration Bus

In environments with several systems, middleware can normalize events and reduce point-to-point coupling. This approach is especially useful when the same event needs to be delivered to the VMS, PSIM, an incident system, or a data platform.

Unified Platform

Some architectures offer video and access under a common platform. A potential advantage is reduced operational friction and easier correlation. Even so, “unified” does not eliminate the need to define failure boundaries, databases, services, permissions, redundancy, licensing, and recovery.

Avoid Integration Based on Direct Database Access

Direct access by one application to the other application’s database usually creates tight coupling and a high risk of breakage during upgrades. It can also bypass business rules, audit trails, and the application’s own authorization controls.

When a supported alternative exists, prefer documented interfaces, APIs, SDKs, certified plugins, or official event mechanisms. Exceptions must be justified and treated as controlled technical debt.

How to Correlate an Access Event with the Correct Video

Correlation depends on four main elements:

unambiguous identification of the access point;

association of the point with the camera or camera set;

date and time synchronization between systems;

an appropriate time window before and after the event.

Synchronization is particularly critical. If the EACS, VMS, servers, and controllers have divergent clocks, a later search may return the wrong video, compromising investigation and evidence.

The architecture must define the time source, NTP policy, tolerance, and behavior when synchronization is lost. In distributed or multi-site systems, time zones and daylight saving time must also be considered where applicable.

A Door May Require More Than One Camera

The associated camera does not necessarily need to be aimed only at the door leaf. Depending on risk, different visual functions may be required:

identify the user presenting the credential;

observe the approach;

record passage;

view the destination area;

confirm a tailgating attempt;

monitor vestibules, interlocks, or turnstiles;

verify vehicle access.

Therefore, the association “one door = one camera” should not be treated as a design rule.

Events That Benefit Most from Video Integration

Access denied

Video helps distinguish a credential error, an improper attempt, shared credentials, repeated presentation, or suspicious behavior. The access system must preserve the technical cause of the denial; the VMS adds visual context.

Door forced

This is one of the events with the greatest operational value. The integration should allow the operator to quickly identify the corresponding camera and understand whether the cause was a violation, mechanical failure, maintenance, or a known operating condition.

Door held open too long

This event depends on door-state supervision. Video helps determine whether the door was propped open, whether traffic is intense, whether there is a mechanical obstruction, or whether the condition is deliberate.

Duress

The duress function requires careful design. IEC 60839 itself treats duress signaling as a specific function. Video integration can support response, but permissions, event confidentiality, and procedures must be defined so the condition is not exposed to the aggressor or to operators without a need to know.

Anti-passback

When an anti-passback violation occurs, video can clarify whether there was passage without a credential, credential sharing, tailgating, or an error in the area’s logical state.

Commands from the VMS to Access Control Require Governance

Some integrations allow a door to be unlocked from the operational interface. This is technically convenient, but it makes the VMS a command source for a physical-security subsystem.

The design must define:

which doors may receive remote commands;

which operator profiles may perform the action;

whether dual confirmation is required;

stronger authentication for critical areas;

recording of user, date, time, and reason;

maximum unlock duration;

behavior after the command;

restrictions during emergencies;

handling of communication loss.

ABNT NBR IEC 60839-11-1 provides for recording operator-initiated changes at higher security levels. Even when the design does not formally declare a specific grade, this is a useful governance reference: manual commands must be traceable.

Integration Must Not Compromise Access Control Autonomy

Loss of the VMS or the integration layer should not, by itself, prevent doors from executing the specified local rules. Access decisions, controller operation, and behavior during communication loss must be defined according to criticality and architecture.

In distributed systems, the controller should normally retain enough data and rules locally to continue processing access when the central server is unavailable, within the design assumptions.

This separation prevents a failure in video surveillance from automatically becoming an access-control failure.

Cybersecurity of the Integration

The greater the convergence between physical security and the IP network, the greater the need to treat the integration as part of the security attack surface.

Axis documentation on the digitalization of access control highlights the importance of IP connectivity, open protocols, vendor governance, device management, firmware, vulnerabilities, and hardening. These principles apply directly to the EACS–VMS interface.

The design should consider:

network segmentation;

firewalls and ACLs between zones;

HTTPS/TLS when supported;

certificates;

dedicated service accounts;

principle of least privilege;

credential rotation and protection;

disabling unused interfaces;

authentication and failure logs;

update policy;

configuration backup;

vulnerability management;

controlled remote access.

When the architecture expands to multiple sites or data centers, the integration must also be analyzed for availability and disaster recovery.

Licensing Is an Architecture Requirement

Commercial integrations may require VMS, access, plugin, channel, server, user, device, or feature licenses. These requirements must appear in the specification and bill of quantities.

A technically correct architecture may become unfeasible if the licensing model was not considered in the budget or if the license limits the number of doors, events, integrations, or sites.

The specification should separate minimum functional capacity from the commercial licensing model, avoiding unnecessary dependence on an overly specific commercial structure.

How to Document the Integration in the Design

A camera linked to a door does not define the authorization rule or passage supervision. The access control design must document points, states, sensors, and events that feed the integration.

Design the access control points and rules

The integration should appear in several deliverables, not in a single sentence in the design narrative.

Document

What it should record

Architecture

systems, servers, interfaces, zones, and flows

Design narrative

integration philosophy and responsibilities

Technical specification

protocols, APIs, events, commands, availability, and security

Functional matrix

event by point and expected action

Cause-and-effect matrix

event, condition, command, and response

Bill of quantities

required licenses, servers, and interfaces

Test plan

end-to-end test cases

As Built

actual version, addresses, associations, and approved configurations

This set reduces ambiguity in procurement and creates an objective basis for commissioning.

When the Integration Justifies an Integrated Electronic Security Design

When video and access have relevant functional dependencies, treating them as independent procurements increases the risk of interface gaps. This is especially critical when sensitive rooms, multiple areas, centralized operations, correlated alarms, response rules, fire-system integration, visitors, or other systems are involved.

In such cases, the scope should be coordinated within an Integrated Electronic Security Design, with interface criteria defined before procurement.

FAT and SAT for EACS–VMS Integration

The integration must be tested as a system, not only by subsystem.

FAT

Where applicable, the FAT can validate:

version compatibility;

event creation and reception;

event–camera association;

bookmarks;

alarms;

user profiles;

permitted commands;

logs;

API/plugin behavior.

SAT

At the site, the SAT must verify real conditions:

correct camera for each point;

time synchronization;

latency;

communication between servers;

link loss and recovery;

remote command;

recording before and after the event;

failover where specified;

operation on the actual network;

firewall rules.

The evidence must link the requirement, test case, result, and person responsible for acceptance.

Recurring Errors in Integration Designs

“The systems are compatible” without a function matrix

Generic compatibility does not indicate which events, commands, or states are supported.

Leaving every decision to the integrator in the field

Without prior architecture and criteria, critical decisions appear late, often after licenses or equipment have already been purchased.

Failing to define the source of truth

Identity, door state, device name, and alarms may exist in both systems. The design must define which application is authoritative for each type of data.

Ignoring software versions

An integration may work with one specific combination and fail after an upgrade. Compatibility and update policy must be treated as lifecycle requirements.

Failing to test failures

Testing only the normal scenario does not demonstrate resilience. Loss of the VMS, server, API, network, controller, and synchronization must be simulated according to the scope.

Recommended Acceptance Criteria

The integration is only demonstrated when event, video, command, failure, and recovery are tested together. Commissioning produces acceptance evidence and identifies gaps between subsystems.

Commission the integrated system

Objective acceptance should answer at least the following questions:

do all specified events reach the VMS?

do they arrive with the correct point identification?

is the associated camera the specified one?

is the corresponding video available?

does latency meet operational needs?

do commands return confirmation?

are operators without privileges blocked?

are manual actions recorded?

does loss of integration preserve critical local functions?

are alarms restored correctly after recovery?

do the As Built and integration matrix correspond to the implemented system?

The verification stage should be linked to engineering commissioning, preventing acceptance from being limited to an informal integrator demonstration.

CCTV and Access Control: Coexistence, Integration, and Unified Operations

Having cameras and readers in the same facility characterizes subsystem coexistence, but it does not demonstrate functional integration. In coexistence, the operator may receive a door alarm and manually search for the camera in another application. In integration, the occurrence carries a verifiable association with the point, timestamp, images, and procedure. In unified operations, these functions may share an interface and a workflow. These are different dimensions: a single screen can display information without guaranteeing correct correlation, while two separate platforms can exchange events consistently.

The differentiator of a high-level design is defining the expected response before selecting the connector. This includes which occurrences require intervention, which image makes the scene understandable, who may command a door, and what happens when part of the chain fails. Integration only adds protection when its dependencies are known and its behavior is demonstrated. Adding automation without this design can increase alarm volume and attack surface without improving response.

The access control systems guide organizes the identity, authorization, and physical barrier layers. Video integration adds visual context, but it should not replace those decisions with an informal association between camera and door names. Each point should have a stable identifier, a defined visual function, and a documented relationship with the supervised area.

Engineering Case: Forced Door, Correct Video, and Recorded Response

Consider a technical-room door with a position sensor, controller, and two cameras: one monitors the approach and the other records passage. When opening is detected without the specified release condition, the EACS generates a forced-door event. The integration identifies the point, selects the images, and routes the occurrence to the proper queue. The operator reviews the context and follows an approved procedure. Simply receiving an event does not automatically authorize a remote command.

The test case must prove each association. If the door name was changed in the database, does the integration still recognize its identifier? If a camera is offline, does the occurrence remain visible with an indication that visual context has been lost? If the recording does not contain the preceding period, does the screen indicate that limitation? The operator must not receive a frozen image as if it were live video or conclude that lack of recording means the occurrence did not happen.

Sensor normalization is different from incident closure. The door may close and the physical event return to normal while the investigation remains open. The operational model must preserve these states, record operator acknowledgment, and allow justified closure. A rule that clears the alarm as soon as the door closes may remove from the queue an occurrence that has not yet been analyzed.

The test should include authorized maintenance and a supervised simulated violation under previously agreed safety conditions. The objective is to verify whether operations distinguish the expected condition from the abnormal condition without permanently disabling supervision. Evidence should relate requirement, timestamp, door, camera, automated action, operator decision, and result. This chain turns a commercial demonstration into engineering verification.

Event Latency, Video Availability, and Control Room Capacity

The integration has several distinct timing components: local detection, event transport, rule processing, operator notification, and image availability. Measuring only API response time does not represent the complete operational experience. The design needs to define the measurement points and tolerances appropriate to each occurrence. A historical search may accept a different delay than a priority event in a high-importance area.

In an illustrative test, the event may take half a second to reach the server and another two seconds to display usable video. The operational result is two and a half seconds, not half a second. These values are not universal recommendations. They illustrate that measurement must cover the complete chain and record the configuration, event volume, and network conditions. Percentiles help reveal delays that an average can hide.

Visual quality must also be evaluated. A camera with a very wide field of view may show that someone passed through but fail to provide enough detail for identification. Backlighting, occlusion, speed, and lighting affect the usefulness of the scene. The IP CCTV design should define the visual task, while the integration matrix indicates when and why that scene will be used. Nominal resolution and camera count do not replace verification of the effective image.

The volume of authorized access events may be much greater than the volume of incidents. Opening a window for every passage tends to compete for operator attention. The design should distinguish logging, bookmarking, notification, event handling, and escalation. Sizing considers simultaneous events, handling time, number of operators, and priority. Grouping rules must preserve distinct occurrences while avoiding excessive notifications or loss of relevant events.

Communication Loss, Redelivery, and Commands That Must Not Be Repeated

A robust integration must distinguish a historical event from an operational command. Events can be stored and resent to rebuild the timeline, with duplicate identification. An unlock command, however, must not remain indefinitely in a queue and then execute long after communication is restored. The specification should define validity, confirmation, rejection of expired commands, and behavior when the result is unknown.

If a command was sent and the confirmation was lost, automatically sending it again may extend an unlock period or produce a duplicate action. The mechanism supported by the platform should handle this uncertainty safely through transaction identification, state queries, or an appropriate operating procedure. Exactly-once execution should not be promised merely because the integration uses an API. Behavior must be demonstrated for each critical function.

During recovery, late events should preserve the original timestamp and also report the arrival timestamp. Presenting all of them as if they were happening now can lead to incorrect responses. The control room must distinguish recovered history, current state, and events that remain active. For the transport layer, the article on APIs, webhooks, and middleware covers queues, retries, and observability in greater depth; here the objective is to ensure those mechanisms carry the correct operational meaning.

The failure test should isolate the connector, VMS, recording service, and communication with the EACS separately. Each interruption affects a different capability. Loss of historical search is not the same as loss of live video; loss of visual context does not necessarily mean loss of local authorization. The report should show the functions preserved, the functions unavailable, and the procedure that operations can actually perform.

Interoperability: Specify Functions Instead of a Generic Label

Brand compatibility does not prove the combination of versions, commands, and states required by the design. An independent review of the integration matrix helps identify dependencies and test criteria before implementation.

Review the integration matrix and interfaces

ONVIF distinguishes profiles with different functions. Profile C covers door control and event and alarm management; Profile A addresses credential, rule, and schedule configuration. This distinction shows why simply declaring “ONVIF compatible” is insufficient to specify the entire integration between video and access. The official documentation for each profile should be compared against device and client roles and the functions actually required.

The design should require a matrix for the supplied combination: product, version, function, interface, limitation, evidence, and support maintenance. A function available in another version or another profile does not prove compliance. Proprietary features may be used when technically justified, but their dependencies must be known. Vendor independence lies in specifying the required outcome and evaluating alternatives, not in assuming every advanced feature is interchangeable.

How to Procure and Accept the Integration as a System

The scope should cover functional architecture, the event-and-command matrix, camera associations, infrastructure, permissions, licenses, testing, and documentation. It should separate what already exists from what will be supplied and identify who is responsible for each interface. The VMS supplier, EACS supplier, and network team may each fulfill their local obligations and still leave a gap between systems if no one is responsible for end-to-end behavior.

The engineering scope can be organized into assessment of the existing system, approved requirements, integrated design, interface review, implementation monitoring, and commissioning. Acceptance milestones should require evidence for the nominal scenario, failures, recovery, and command restrictions. A demonstration involving one door and one camera is an initial sample; it does not automatically prove the mapping and configuration of every point in the facility.

In A3A Engenharia’s work, the integrated electronic security design is the service that materializes this coordination among requirements, video, access, networks, and operations. Technical review verifies interfaces before implementation; technical support to inspection follows changes and compliance; commissioning demonstrates the delivered functions. Procurement should select these stages according to system maturity and clearly define their deliverables, without treating engineering as simple equipment selection.

The handover should provide the updated matrix, identification of points and cameras, versions, approved configuration, tests, closed punch-list items, backup routines, and support contacts. Sensitive information, such as integration secrets, requires transfer through a controlled channel and should not be exposed in general reports. The technical handover framework helps organize custody and operational readiness; the CCTV cybersecurity whitepaper complements governance of interfaces and administrative access.

Assisted operations should monitor events without images, incorrectly associated cameras, rejected commands, untreated occurrences, and correlation delays. Each indicator should point to an action and an owner. When the configuration changes, the affected set should undergo regression testing and documentation updates. This continuity from requirement through operations is what distinguishes an engineered integrated system from a collection of connected subsystems.

Final Considerations

Integrating access control and a VMS means designing a relationship among events, states, video, commands, operators, and evidence. The value is not in displaying two platforms on the same screen, but in making the operational response faster, traceable, and technically verifiable.

Engineering should define the integration before implementation: which events matter, which system is authoritative for each item of information, how video will be associated, which commands are permitted, how the interface will be protected, what happens during failures, and how everything will be tested. This discipline is what turns commercial interoperability into an integrated security system.

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Technical references

[1] ASSOCIAÇÃO BRASILEIRA DE NORMAS TÉCNICAS.
