It must demonstrate who will execute the work, with which resources, in what sequence, by which methods, with which materials, which quality controls will be applied, how interfaces will be managed, which documents will be produced and which conditions must be satisfied before the first work fronts are released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In engineering contracts, signing should not mean automatic mobilization. Between contract execution and the Notice to Proceed there is a particularly valuable governance window to confirm whether design, team, procurement, methods, schedule, safety, quality, documentation and interfaces are sufficiently mature. Brazilian Law No. 14,133\/2021 allows, depending on the characteristics of the scope and execution regime, a contractual clause providing for a period before the service order to verify outstanding items, release areas and take other actions necessary for regular commencement of execution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The execution plan does not replace the design, schedule, quality plan, PIT\/ITP, work procedures or risk matrix. Its function is to integrate them into a coherent view of implementation. When this integration does not exist, the contractor may have adequate experience and qualification documents, but the project still starts without a clear operational baseline.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What an execution plan must demonstrate<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The main question is simple: <strong>can the contractor explain, with evidence and a level of detail consistent with the risk, how it intends to deliver the contracted scope?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A robust answer normally needs to cover eight dimensions: organization, method, design, procurement, schedule, quality, documentation and interfaces. Requirements that condition mobilization, approval, measurement or release of work fronts must originate from the contract execution model, Terms of Reference, design, specifications and other procurement documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pre-Service Order period provided for in Article 92, \u00a72, of Brazilian Law No. 14,133\/2021 is especially useful when there are outstanding issues involving areas, design, documentation, interfaces or mobilization that must be resolved before work begins. It does not create a second qualification phase. It serves to verify previously agreed starting conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction is decisive. Qualification demonstrates capability under the tender requirements. The execution plan demonstrates <strong>specific readiness for that contract<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The transition between these two stages is addressed in the content on <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/pregao-eletronico-engenharia-pos-habilitacao-antes-execucao\/\">preg\u00e3o for engineering services<\/a>: qualification closes one control phase and opens another dedicated to technical preparation for implementation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Team: names on paper must become available capacity<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A contractual organization chart cannot be treated as a formality. The contractor must demonstrate the composition, availability and responsibilities of the team that will actually conduct the work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis should consider, when contractually required:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>technical responsible professional and substitutes;<\/li><li>contract manager or project manager;<\/li><li>key professionals;<\/li><li>field supervisors;<\/li><li>people responsible for quality, safety and documentation;<\/li><li>critical subcontractors;<\/li><li>decision channels;<\/li><li>approval authorities;<\/li><li>simultaneous availability on other contracts, when relevant.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The RACI matrix is particularly useful for separating who performs, who is accountable, who is consulted and who must be informed. Without this clarity, RFIs remain ownerless, submittals accumulate, decisions are lost in informal messages and technical issues pass through several stages before being noticed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The approved team must also be compatible with the schedule. A plan that assumes four simultaneous work fronts is not consistent with an organization capable of supervising only one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Execution method: sequencing before improvisation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An execution method is the technical description of how an activity will be performed under the actual conditions of the contract. It must be specific enough to reveal dependencies, risks, controls and completion criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For critical activities, the methodology should clarify:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>prerequisites;<\/li><li>resources and equipment;<\/li><li>sequence of operations;<\/li><li>interfaces with other disciplines;<\/li><li>risks and control measures;<\/li><li>inspections and tests;<\/li><li>records generated;<\/li><li>criterion for moving to the next stage.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">A generic method that merely repeats the specification does not demonstrate planning. Value appears when the contractor connects design, field conditions, procurement, operational constraints and quality control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the solution depends on additional detailing, the methodology should also indicate which documents must be approved before the activity. This avoids starting execution while technical decisions are still open.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Design and Design Review as a maturity gate<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">Before mobilization, the owner needs to verify whether design, team, schedule and interfaces form an executable baseline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Independent technical review helps turn outstanding items into objective release criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/revisao-validacao-tecnica-projetos-design-review\/\">Design Review for Engineering Projects<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">A design approved for contracting does not mean that every detail required for implementation is automatically released. Under certain execution regimes and scopes, the contractor may be responsible for detailed design, shop drawings, fabrication details, design calculations or installation drawings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/revisao-validacao-tecnica-projetos-design-review\/\">Design Review<\/a> works as a maturity barrier: requirements, interfaces, constructability and acceptance criteria are checked before decisions that are difficult to reverse reach the field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A design gate may use objective states:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>released for execution;<\/li><li>released with reservations that do not block the work front;<\/li><li>awaiting information;<\/li><li>revision required;<\/li><li>not released for execution.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The execution plan must identify which documents control each work front and who has authority to release progress.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Baseline schedule: a sequence of dates is not enough<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">A schedule without a baseline does not allow delay, replanning and external impact to be distinguished.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Project Controls integrates time, physical progress, cost and contractual milestones into a verifiable reference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/implementacao\/gestao-de-projetos\/\">Project Management and Project Controls<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The initial schedule must represent the execution strategy, not merely satisfy a document requirement. A useful baseline connects scope, logic, resources, contractual milestones and documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The minimum structure should make it possible to identify:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>WBS consistent with deliverables;<\/li><li>precedence relationships;<\/li><li>critical path;<\/li><li>contractual milestones;<\/li><li>area and operational constraints;<\/li><li>design approvals;<\/li><li>submittals;<\/li><li>material lead times;<\/li><li>inspections and tests;<\/li><li>documentation for measurement;<\/li><li>commissioning;<\/li><li>delivery and acceptance.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This baseline is the reference for measuring variations after the Notice to Proceed. Without it, the schedule can be continuously updated without making clear what changed, why it changed and who caused the impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/implementacao\/gestao-de-projetos\/\">Project Management and Project Controls<\/a> creates the discipline needed to control time, cost and physical progress against an approved reference.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Procurement and critical materials must be part of the same plan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Execution depends on what will be available at the right time. Procurement and field planning therefore cannot be treated as separate worlds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For critical materials and equipment, the plan should relate:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>item and technical requirement;<\/li><li>proposed manufacturer\/model when applicable;<\/li><li>submittal requirement;<\/li><li>review time;<\/li><li>manufacturing time;<\/li><li>transportation and receipt;<\/li><li>receiving inspection;<\/li><li>storage;<\/li><li>need for FAT or another test;<\/li><li>required date in the field;<\/li><li>person responsible for follow-up.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/vendor-data-submittals-engenharia-documentos-fornecedores\/\">Vendor Data and Submittals<\/a> governance structures the supplier document flow after award.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recurring error is approving the construction schedule without integrating long lead items. The consequence appears weeks later as a stopped work front, emergency substitution, change request or pressure to accept material without adequate review.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Quality plan and PIT\/ITP: control before concealment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Quality must be distributed throughout execution. Waiting for physical completion to verify everything concentrates risk at the end, when several activities are already concealed, energized or interdependent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The quality plan establishes the system, responsibilities and controls. The <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/plano-inspecao-testes-pit-itp-engenharia\/\">Inspection and Test Plan \u2014 PIT\/ITP<\/a> turns that policy into verifiable points in the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hold Points, Witness Points and Review Points must be consistent with risk. A Hold Point prevents progress until release; a Witness Point creates an opportunity for observation; a Review Point makes the decision dependent on document or record review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The execution plan must integrate these points into the schedule. A critical inspection that does not appear in the planning logic tends to be treated as a parallel activity and, in practice, can be overrun by production.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Progressive documentation: each stage must leave evidence<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Final documentation starts on the first day of execution. If reports, records, certificates, design revisions, RFIs and tests are left until closeout, the contractor will have to retrospectively reconstruct a history that should have been recorded in real time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A document matrix may relate each deliverable to:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Deliverable<\/td><td>Timing<\/td><td>Responsible party<\/td><td>Approval<\/td><td>Relation to measurement<\/td><\/tr><tr><td>material submittal<\/td><td>before purchase\/installation<\/td><td>contractor<\/td><td>inspection\/OE<\/td><td>work-front condition<\/td><\/tr><tr><td>inspection report<\/td><td>during execution<\/td><td>quality<\/td><td>inspection<\/td><td>physical evidence<\/td><\/tr><tr><td>functional test<\/td><td>after installation<\/td><td>contractor<\/td><td>witness\/validation<\/td><td>stage acceptance<\/td><\/tr><tr><td>partial As-Built<\/td><td>according to progress<\/td><td>engineering<\/td><td>review<\/td><td>area closeout<\/td><\/tr><tr><td>Data Book<\/td><td>progressive<\/td><td>document control<\/td><td>audit<\/td><td>final delivery<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Document management must not be disconnected from physical progress. The contract needs to define which documents accompany each measurement and which outstanding items prevent acceptance of a stage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Interfaces: risk often lies between disciplines and organizations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Multidisciplinary projects often fail at interfaces. One discipline delivers what it considers correct, but the connection with another discipline, supplier, operations team or existing infrastructure remains undefined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The execution plan should identify critical interfaces and assign responsibilities. Examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>electrical x automation;<\/li><li>civil x dry infrastructure;<\/li><li>networks x electronic security;<\/li><li>equipment x electrical power;<\/li><li>design x supply;<\/li><li>contractor x client operations;<\/li><li>installer x manufacturer;<\/li><li>construction x operating environment.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">RFIs are the mechanism for technical questions; submittals formalize approvals; interface management tracks dependencies; change control handles changes. Mixing these flows creates decisions without traceability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pre-start readiness: turn documents into a decision<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of the pre-start review is not to collect files. It is to decide whether technical conditions exist to begin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A readiness matrix can organize the decision into four states:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>met<\/strong>: requirement demonstrated and accepted;<\/li><li><strong>met with condition<\/strong>: there is a controlled outstanding item with no blocking impact;<\/li><li><strong>not met<\/strong>: a blocking requirement has not yet been demonstrated;<\/li><li><strong>not applicable<\/strong>: the requirement does not belong to that work front.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Items may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>contract and guarantees formalized;<\/li><li>areas released;<\/li><li>technical responsible professionals appointed;<\/li><li>key team available;<\/li><li>design for the first work front released;<\/li><li>critical materials approved;<\/li><li>baseline schedule reviewed;<\/li><li>quality plan approved;<\/li><li>PIT\/ITP issued;<\/li><li>critical execution procedures approved;<\/li><li>document matrix defined;<\/li><li>risks and interfaces updated;<\/li><li>formal communication channels active.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The decision must make clear what is released. In complex contracts, it may be safer to release by work front, system or area rather than treat the entire implementation as a single yes\/no decision.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Notice to Proceed must not erase outstanding items<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">When documentation, interfaces and quality cross multiple disciplines, the owner needs its own technical layer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Owner&#8217;s Engineering integrates the evidence and keeps the decision with the contracting party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/contratacao-integrada\/engenharia-do-proprietario\/\">Owner&#8217;s Engineering<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Once the Notice to Proceed is issued, production naturally tends to take priority. Previous outstanding items may disappear from view and reappear as delay, rework, nonconformity or claim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, conditions accepted at the pre-start gate must migrate into a live action register, with responsible party, deadline and impact. Nothing should remain only in meeting minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/contratacao-integrada\/engenharia-do-proprietario\/\">Owner&#8217;s Engineering<\/a> is especially useful when the owner needs to integrate design, execution, suppliers, quality, documentation and decisions without losing traceability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to review and approve without transferring responsibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Approving an execution plan does not mean assuming the contractor\u2019s method or transferring its technical responsibility to the contracting party. The review should verify compliance with the contract, design, safety, interfaces and requirements while keeping the executor\u2019s responsibility clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction must appear in document governance. Review comments may be classified as:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>mandatory compliance with a contractual requirement;<\/li><li>clarification required;<\/li><li>improvement recommendation;<\/li><li>information recorded with no effect on approval.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Version history must preserve who submitted, who commented, what changed and when the version was accepted.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Warning signs before mobilization<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">If the documents received do not demonstrate readiness, a technical audit identifies gaps, risks and actions before execution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early diagnosis costs less than correcting an implementation that is already advanced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/auditoria-tecnica\/\">Engineering Technical Audit<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Some signs do not prove incapacity, but indicate a need for deeper analysis:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>schedule without precedence logic;<\/li><li>nominal team incompatible with the number of work fronts;<\/li><li>detailed design still undefined for initial activities;<\/li><li>critical materials without submittal or procurement lead time;<\/li><li>generic procedures with no link to the design;<\/li><li>no PIT\/ITP for critical activities;<\/li><li>absence of document matrix;<\/li><li>interfaces handled only verbally;<\/li><li>large volume of RFIs even before mobilization;<\/li><li>proposal to physically start before completing starting conditions.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The correct response is to require the specified evidence and resolve outstanding items while the cost of correction is still low.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Experience: the execution plan as a protection layer<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The warning sign appears when the contractor is formally qualified, but the actual execution strategy is not yet demonstrated. The risk is authorizing mobilization and discovering in the field that team, materials, design, methodology or documentation were not mature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The necessary evidence is an integrated baseline: team, methods, design, schedule, procurement, quality, documentation, risks and interfaces. The control barrier is the pre-start gate. The decision should be recorded by work front or stage, and conditions must remain tracked after release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lesson that returns to the next procurement is objective: readiness requirements should be defined in the Terms of Reference, tender and contract, with deliverables, deadlines, approval criteria and consequences for outstanding items.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Readiness gate by work front<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Authorization to start does not need to be a single decision for the entire contract. In projects with multiple disciplines, areas or systems, release by work front makes it possible to separate what is technically mature from what still depends on approved design, critical material, civil interface, safety documentation, access or operational definition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This gate avoids two extremes. The first is blocking the entire implementation because of a localized outstanding item. The second is authorizing general mobilization in the expectation that open requirements will be solved in the field. The decision instead considers exactly the set of conditions needed to execute each portion without improvisation and foreseeable rework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A readiness matrix by work front may combine five dimensions: engineering released for construction, available team, confirmed materials and equipment, verified field conditions, and prepared quality and documentation controls.
