The problem is that when these risks emerge on site, they are already more expensive: they generate change orders, claims, economic-financial rebalancing, rework, delays, disputes and, in more serious cases, stoppages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, before issuing a tender, requesting proposals or signing a contract, the owner needs to answer an objective question: <strong>is the basic design complete enough to support the contracting process?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This basic design checklist was structured to support managers, engineering teams, procurement, inspection, legal, facilities, IT, physical security and infrastructure personnel in the minimum technical validation before tendering or contracting a project. It can also serve as a starting point for an <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/auditoria-tecnica\/\">engineering technical audit<\/a>, an independent review or an <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/contratacao-integrada\/engenharia-do-proprietario\/\">Owner\u2019s Engineering<\/a> engagement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-por-que-um-checklist-de-projeto-basico-e-necessario\">Why is a basic design checklist necessary?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The basic design is not merely a set of drawings. It is the technical basis that makes it possible to characterize the project, estimate cost, define schedule, compare proposals, assess feasibility, inspect execution and control changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IBRAOP Technical Guideline OT-IBR 008\/2020 reinforces that the basic design should bring together drawings, narratives, technical specifications, budget, schedule and other elements necessary and sufficient to accurately characterize the project. It should also establish characteristics, dimensions, specifications, quantities, costs and execution time, avoiding significant changes during detailed design and project execution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practice, the checklist helps the owner identify whether the project is ready to go to market or whether it still requires <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/projeto-basico\/\">basic design development or review<\/a>, <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/contratacao-integrada\/front-end-loading\/\">FEL for engineering projects<\/a>, complementary studies, design coordination or budget review.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-checklist-de-projeto-basico-antes-de-licitar-ou-contratar\">Basic design checklist before tendering or contracting<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Use the following items as a validation matrix. The more negative answers there are, the greater the risk that the contracting process is premature.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-o-problema-ou-necessidade-esta-claramente-definido\">1. Is the problem or need clearly defined?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Before discussing solution, price or schedule, the problem the project must solve needs to be defined. A poorly formulated need often results in unstable scope, changes in direction and proposals that are difficult to compare.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is the project objective clear?<\/li>\n\n\n\n<li>Have users, affected areas and stakeholders been consulted?<\/li>\n\n\n\n<li>Are there requirements for operation, maintenance, safety and future expansion?<\/li>\n\n\n\n<li>Is the expected benefit documented?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When this stage is still uncertain, it may be more appropriate to begin with a <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/analise-de-viabilidade-financeira\/\">technical feasibility analysis<\/a> or alternatives studies before moving on to contracting.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-existem-levantamentos-e-diagnosticos-suficientes\">2. Are there sufficient surveys and assessments?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A reliable basic design depends on actual data from the site, the existing asset and implementation constraints. Without an adequate survey, the design starts to depend on fragile assumptions.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have record, topographic or architectural surveys been performed where applicable?<\/li>\n\n\n\n<li>Are there inspections, tests, investigations or assessments compatible with the project risk?<\/li>\n\n\n\n<li>Have existing interferences been mapped?<\/li>\n\n\n\n<li>Have access, operation and safety conditions been considered?<\/li>\n\n\n\n<li>Are there photographs, sketches, reports or field documentation?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For buildings, technology infrastructure, telecommunications, energy or electronic security projects, the <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/site-survey\/\">site survey<\/a> is a critical stage for reducing gaps between the design and actual site conditions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-o-escopo-esta-definido-de-forma-contratavel\">3. Is the scope defined in a contractible manner?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A contractible scope is one that allows different suppliers to understand the same requirements, price the same basis and assume comparable responsibilities. It reduces ambiguity and helps the inspection team correctly interpret what was contracted.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Does the narrative describe the adopted technical solution?<\/li>\n\n\n\n<li>Have the assumptions been documented?<\/li>\n\n\n\n<li>Is there justification for the main technical choices?<\/li>\n\n\n\n<li>Is the document consistent with drawings, spreadsheets and specifications?<\/li>\n\n\n\n<li>Have execution constraints been recorded?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Superficial narratives create divergent interpretations among owner, contractor and inspection team. In critical contracts, review of the narrative should be part of an <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/auditoria-tecnica\/\">independent design review<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-5-as-especificacoes-tecnicas-sao-objetivas-e-verificaveis\">5. Are the technical specifications objective and verifiable?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A generic technical specification is one of the main drivers of disputes. It allows suppliers to offer solutions with different levels of performance, quality, durability and integration even when they appear to meet the same scope.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Are materials, equipment and systems specified by performance, standard or technical requirement?<\/li>\n\n\n\n<li>Are there minimum quality and compatibility criteria?<\/li>\n\n\n\n<li>Have vague or excessively open descriptions been avoided?<\/li>\n\n\n\n<li>Are testing, acceptance and rejection criteria defined?<\/li>\n\n\n\n<li>Have the applicable standards been identified?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This care is especially important in <a href=\"https:\/\/a3aengenharia.com.br\/solucoes\/engenharia-eletrica\/infraestrutura-eletrica-de-baixa-tensao\/\">low-voltage electrical installations<\/a>, <a href=\"https:\/\/a3aengenharia.com.br\/solucoes\/engenharia-de-redes-e-telecomunicacoes\/cabeamento-estruturado\/\">structured cabling<\/a>, <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/projeto-de-sistema-integrado-de-seguranca-eletronica\/\">electronic security design<\/a>, <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/projeto-de-controle-de-acesso\/\">access control design<\/a>, <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/projeto-de-sistema-de-protecao-contra-descargas-atmosfericas\/\">lightning protection system design<\/a>, HVAC and <a href=\"https:\/\/a3aengenharia.com.br\/solucoes\/gestao-e-governanca-de-engenharia\/engenharia-integrada-para-data-centers\/\">data centers and critical environments<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-6-os-quantitativos-tem-memoria-de-calculo\">6. Do the quantities have calculation records?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Quantities without traceability reduce the ability to review the budget, compare proposals and discuss change orders. The calculation record is the document that shows how each quantity was obtained.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Are quantities consistent with drawings, narratives and specifications?<\/li>\n\n\n\n<li>Is there an analytical calculation record?<\/li>\n\n\n\n<li>Are the units of measurement correct?<\/li>\n\n\n\n<li>Have the most relevant items been reviewed through an ABC curve?<\/li>\n\n\n\n<li>Are assumptions, waste factors, allowances or adopted criteria identified?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Brazil\u2019s Federal Court of Accounts (TCU) highlights that the quantities in a project cost estimate are better understood when supported by an adequate calculation record. Without this, the spreadsheet loses transparency and the contract loses an objective basis for control.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-7-o-orcamento-e-detalhado-e-defensavel\">7. Is the budget detailed and defensible?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The budget should not be merely a summary spreadsheet. It represents the design in financial terms and serves as a reference for assessing feasibility, value for money, measurement, price adjustment and scope changes.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Are both summary and analytical budgets available?<\/li>\n\n\n\n<li>Are there unit cost build-ups?<\/li>\n\n\n\n<li>Are BDI, labor charges, taxes and assumptions detailed?<\/li>\n\n\n\n<li>Were references compatible with the type of project and location used?<\/li>\n\n\n\n<li>Are there quotations, ABC curves or justifications for relevant items?<\/li>\n\n\n\n<li>Were mobilization, demobilization, site administration, testing and commissioning costs considered?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A poorly prepared budget can lead to failed tenders, unfeasible bids, change orders or unfinished projects. Therefore, the reference budget and basic design should be assessed together through a <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/levantamento-e-diagnostico\/auditoria-tecnica\/\">technical audit<\/a> or <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/servicos-complementares\/emissao-de-pareceres-tecnicos\/\">technical opinion<\/a>, when required.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-8-o-cronograma-fisico-financeiro-e-executavel\">8. Is the physical-financial schedule executable?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A project schedule needs to represent the actual execution sequence, not merely distribute percentages over time. It should consider constraints, interfaces, approvals, procurement lead times, testing, commissioning and the critical path.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Do activities follow a logical execution sequence?<\/li>\n\n\n\n<li>Are critical milestones identified?<\/li>\n\n\n\n<li>Is the schedule compatible with permits, approvals and mobilization?<\/li>\n\n\n\n<li>Have procurement and integration lead times been considered?<\/li>\n\n\n\n<li>Does financial disbursement track actual physical progress?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Weak schedules make measurement, inspection, progress control and change-impact analysis more difficult. Have the disciplines been coordinated?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Design coordination is one of the most important stages for preventing field interferences. The problem is that many projects only reveal conflicts once execution is underway.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have architecture, civil, electrical, plumbing, HVAC, fire protection, telecommunications, security and automation been cross-checked?<\/li>\n\n\n\n<li>Are there spatial, routing, infrastructure or power conflicts?<\/li>\n\n\n\n<li>Have interferences with existing systems been addressed?<\/li>\n\n\n\n<li>Are the solutions coherent with one another?<\/li>\n\n\n\n<li>Has the design been reviewed through multidisciplinary technical coordination?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In multidisciplinary projects, <a href=\"https:\/\/a3aengenharia.com.br\/solucoes\/solucoes-digitais-e-transformacao-digital\/building-information-model-bim\/\">BIM coordination<\/a> can support early conflict detection and technical coordination.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-10-as-licencas-aprovacoes-e-responsabilidades-tecnicas-estao-tratadas\">10. Have permits, approvals and professional responsibilities been addressed?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Permits, approvals and professional responsibilities should not be left as generic pending items for after contracting. When these requirements arise during execution, they can stop work fronts or require solution redesign.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have the required regulatory approvals been mapped?<\/li>\n\n\n\n<li>Is approval required from a municipality, Fire Department, utilities or specific authorities?<\/li>\n\n\n\n<li>Have ARTs, RRTs or equivalent professional responsibility records been planned?<\/li>\n\n\n\n<li>Have the responsible professionals been identified?<\/li>\n\n\n\n<li>Have the conditions been reflected in scope, budget and schedule?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This care is particularly relevant for systems subject to specific standards and approvals, such as lightning protection, fire protection, electrical installations, electronic security, telecommunications and critical environments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-11-existe-matriz-de-riscos\">11. Is there a risk matrix?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A risk matrix makes it possible to identify, allocate and treat uncertainties before contracting.
