The manager should therefore always work with the regulations and manuals currently applicable to the specific instrument.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who does what: granting authority, recipient, federal representative and contractor<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Many conflicts arise because responsibilities are confused.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Granting authority<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is the federal agency or entity responsible for the transfer and the public policy. It reviews the proposal and work plan, verifies conditions, monitors execution and performs the controls established in the instrument and regulations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recipient<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is the government entity or organization that receives the funds and assumes responsibility for executing the scope. For public works, its responsibilities include structuring procurement, ensuring the sufficiency of the design and budget, carrying out procurement, executing and managing the contract, inspecting, measuring, recording information and rendering accounts.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Federal representative<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In transfer contracts, the representative acts on behalf of the Federal Government in the duties defined for review, monitoring and operations. The existence of a representative does not transfer to Caixa, Banco do Brasil or another agent the recipient\u2019s responsibility to have a technically consistent design and to conduct procurement correctly.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Contracted company<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The company performs the administrative contract for the public work. It is not a party to the federal agreement in the same way as the recipient. Its obligations arise from the procurement documents and the contract executed with the government entity. Therefore, agreement requirements that need to bind the contractor must be properly incorporated into the procurement documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is essential: a requirement that exists only in the work plan, but is absent from the procurement documents and contract, may be difficult to impose on the contractor later.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Work plan: the document that must represent the actual project<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The work plan should not be treated as a funding application form. It describes what will be executed, the goals, stages, application of funds and schedule. It makes it possible to verify whether the procurement process produced a contract consistent with the scope, values and conditions that were reviewed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before submission, the team should reconcile:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>published procurement notice;<\/li><li>the design and budget actually used in procurement;<\/li><li>successful proposal;<\/li><li>contracted cost spreadsheet;<\/li><li>discounts and unit prices;<\/li><li>contracted physical-financial schedule;<\/li><li>federal transfer amount and matching funds;<\/li><li>any failed or modified items;<\/li><li>award and approval documentation;<\/li><li>consistency with the instrument.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The greatest source of rework is the lack of traceability between revisions.
