It improves when field facts are transformed into comparable information and that information into decisions. KPIs \u2014 key performance indicators \u2014 fulfill this role when they objectively show whether schedule, physical progress, quality, measurements, open items, risks, and contractual obligations are converging toward the expected result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In public works, a good indicator system should not exist to decorate dashboards or replace the inspector\u2019s role. It should make it possible to detect deviations early, prioritize inspections, verify whether measurements correspond to demonstrated progress, monitor the contractor\u2019s recovery capacity, and record trends that need to be escalated to the contract manager. The reference remains the contract, the design, acceptance criteria, schedule, and execution evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Law No. 14.133\/2021 requires monitoring and inspection of contract execution, and Decree No. 11.246\/2022, in its current wording, structures management and inspection functions at the federal level. The practical challenge is to make this routine preventive, systematic, and traceable. Well-defined indicators are one of the most efficient tools for doing this without turning inspection into statistical bureaucracy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why KPIs are useful in public-works inspection<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection deals with a large volume of information: daily construction reports, inspections, designs, revisions, measurements, schedules, minutes, notices, NCRs, tests, material approvals, requests for information, open items, amendments, and risks. If each document is analyzed in isolation, the team may know many facts and still miss the contract trend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A KPI creates a synthesis layer. It does not eliminate technical detail; it indicates where the detail needs to be investigated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A physical-progress indicator, for example, may show that the work is 8 percentage points below the baseline. That still does not explain the cause. Inspection must break the deviation down by discipline, work front, package, or milestone and relate it to field records. Likewise, an increase in the number of nonconformities does not automatically mean quality deterioration: it may indicate more active inspection. Interpretation depends on context, denominator, trend, and severity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, the system should connect three levels:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>primary data<\/strong>, such as executed quantity, date, inspection, or occurrence;<\/li><li><strong>indicator<\/strong>, which transforms data into a consistent measure;<\/li><li><strong>decision<\/strong>, which defines what to do when the indicator exceeds a given threshold.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This logic complements the method described in <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/como-fiscalizar-obra-publica-lei-14133-metodo-evidencias\/\">How to Inspect a Public Work<\/a> and the traceability chain presented in <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/fiscalizacao-por-evidencias-obras-publicas-rastreabilidade-tecnica\/\">Evidence-Based Inspection in Public Works<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A KPI is not just any number in a report<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A metric reports a value. A KPI reports an aspect of performance that is relevant to a decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The number of photographs attached to a daily construction report is a metric. The percentage of critical work fronts with complete and validated evidence can be a KPI. The number of meetings held is a metric. The percentage of overdue critical actions without treatment can be a KPI. Total measured value is a metric. The difference between validated physical progress and measured financial progress can be a KPI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selection should begin with the management question. If the Public Administration wants to know whether the contractor can recover a delay, looking only at overall progress is not enough. Production rate, mobilization, productivity, milestones, critical path, constraints, and trend must be observed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A mature KPI needs at least:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Element<\/td><td>Required definition<\/td><\/tr><tr><td>objective<\/td><td>which decision or risk the indicator supports<\/td><\/tr><tr><td>formula<\/td><td>how the value is calculated<\/td><\/tr><tr><td>source<\/td><td>where the data comes from<\/td><\/tr><tr><td>responsible party<\/td><td>who collects, validates, and interprets<\/td><\/tr><tr><td>frequency<\/td><td>when the reporting cut-off occurs<\/td><\/tr><tr><td>unit<\/td><td>%, days, quantity, R$, index, or another unit<\/td><\/tr><tr><td>baseline or target<\/td><td>what the reference is<\/td><\/tr><tr><td>alert threshold<\/td><td>when to investigate<\/td><\/tr><tr><td>critical threshold<\/td><td>when to escalate<\/td><\/tr><tr><td>evidence<\/td><td>how the data can be audited<\/td><\/tr><tr><td>action<\/td><td>what to do when there is a deviation<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Without this minimum definition sheet, two inspectors can calculate the same indicator in different ways and produce incompatible conclusions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Which KPIs should be used in public-works inspection?<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">Mature inspection does not need more spreadsheets; it needs a control base where progress, measurements, open items, and evidence can be independently cross-checked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/implementacao\/apoio-tecnico-fiscalizacao-obras-contratos-engenharia\/\">Learn about Technical Support for Inspection of Engineering Works and Contracts<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">There is no universal list. The set depends on the object, execution regime, complexity, risks, measurement criteria, and team maturity. However, some indicator families recur in engineering contracts.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Cumulative physical progress<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The first indicator is the difference between planned physical progress and effectively validated physical progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Progress variance = cumulative actual \u2013 cumulative planned<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The critical word is <em>validated<\/em>. A percentage reported by the contractor should not automatically be considered inspection progress. A project may show 72% overall progress while electrical installations, automation, or commissioning are still in critical condition.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Production rate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Cumulative variance shows where the project is. Production rate shows its recent speed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>m\u00b2 completed per week;<\/li><li>meters of piping installed per period;<\/li><li>points certified per day;<\/li><li>equipment installed and tested per week;<\/li><li>documents approved per cycle;<\/li><li>percentage of physical progress per period.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A delayed project with a production rate above plan may be recovering. A project close to baseline but continuously losing speed may be entering a risk condition.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Compliance with contractual milestones<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Not every delay has the same consequence. Milestones may represent area release, energization, equipment delivery, phase completion, start of commissioning, or asset availability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A simple indicator is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Milestone compliance = milestones completed on time \/ milestones planned for the period \u00d7 100<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis should distinguish contractual milestones, internal milestones, and critical-path milestones. A delayed milestone with no effect on completion should not receive the same treatment as a milestone that blocks the project\u2019s main sequence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Schedule variance of critical activities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection does not need to replace the contractor\u2019s planning function, but it does need to verify whether the schedule used for control still represents the execution strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The KPI can monitor:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>number of delayed critical activities;<\/li><li>average delay of those activities;<\/li><li>greatest delay in a critical activity;<\/li><li>float consumption on near-critical paths;<\/li><li>difference between forecast completion and contractual completion.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The important point is to avoid the simplistic interpretation that a percentage difference on the S-Curve directly equals a given number of days of delay.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Completion forecast<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The contractual date says when the work must finish. The forecast indicates when it tends to finish considering current performance and constraints.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the probable completion date begins to move away from the contractual date, discussion of a recovery plan must occur before the delay becomes irreversible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection should verify whether the forecast is supported by:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>schedule logic;<\/li><li>demonstrated productivity;<\/li><li>resource availability;<\/li><li>actual supply dates;<\/li><li>known constraints;<\/li><li>design releases;<\/li><li>operational windows;<\/li><li>testing and acceptance sequence.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">6. Percentage of overdue constraints<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Many projects lose performance not because of a lack of overall effort but because specific constraints accumulate: pending design, unreleased area, unapproved material, interference, authorization, supply, access, or decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A constraint KPI should distinguish quantity from criticality. Ten simple administrative open items may have less impact than a single approval blocking the critical path.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A matrix may use:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Situation<\/td><td>Interpretation<\/td><\/tr><tr><td>high quantity, low impact<\/td><td>need for operational organization<\/td><\/tr><tr><td>low quantity, high impact<\/td><td>immediate focus on critical blockers<\/td><\/tr><tr><td>growing quantity<\/td><td>deterioration in closure capability<\/td><\/tr><tr><td>increasing average age<\/td><td>decisions or responses are not occurring<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">7. Age of open items<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Counting open items is not enough. It is necessary to know how long they have remained open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A distribution by ranges \u2014 up to 7 days, 8 to 15, 16 to 30, and over 30, for example \u2014 can reveal backlog aging. The ranges should be adjusted to the pace of the contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An old open item tends to mean one of three things: poorly defined priority, undefined responsibility, or inability to resolve. All require management action.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">8. Open and closed nonconformities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The absolute number of NCRs should be interpreted carefully. The system should monitor:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>NCRs opened during the period;<\/li><li>NCRs closed during the period;<\/li><li>open balance;<\/li><li>average age;<\/li><li>recurrence;<\/li><li>severity;<\/li><li>responsible discipline or supplier;<\/li><li>time from identification to correction;<\/li><li>approval rate at reinspection.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Recurrence is particularly relevant. If the same deviation reappears, the problem may not be the local correction but the execution process, training, material, or contractor supervision.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">9. First Pass Yield or approval at first inspection<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The first-inspection approval rate shows how much of the work submitted to inspection is actually ready for acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>FPY = inspections approved on first submission \/ inspections performed \u00d7 100<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A persistent decline may indicate rushed execution, insufficient internal quality control, or poorly understood criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This KPI must consider the nature of the inspections. Disciplines with very different complexity should not be compared directly without segmentation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">10. Rework<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Rework consumes schedule, materials, labor, and supervision capacity without creating new progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can be measured by:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>hours dedicated to corrections;<\/li><li>estimated value of reworked services;<\/li><li>number of units reinstalled;<\/li><li>percentage of inspections requiring correction;<\/li><li>impact of rework on the schedule.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Not all rework creates a right to payment or schedule extension. The indicator first serves to reveal efficiency loss and quality risk.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Measurement and payment KPIs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection must also control the relationship between demonstrated execution and financial value.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Physical progress vs. financial progress<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A significant difference between the two curves deserves investigation. Financial progress may be ahead because of mobilization, supplies, advance payments, or pricing structure. There may also be front-loading or measurement of items whose financial weight is high compared with physical effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The indicator should not automatically imply an irregularity. It serves as a consistency check.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Percentage of measurement disallowed<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Disallowance = unaccepted value \/ submitted value \u00d7 100<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A high disallowance rate may indicate poorly supported measurement, ambiguous criteria, quantity discrepancies, or recurring attempts to recognize services without sufficient evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the rate remains high for several cycles, the team should address the cause rather than simply repeat the checking process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/boletim-medicao-obras-servicos-engenharia-evidencias-pagamento\/\">Construction Measurement Report<\/a> must be linked to calculation records, execution records, and acceptance criteria.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Measurement cycle time<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The time between period close, submission, checking, correction, certification, and release can also be monitored. Excessively long cycles create disputes, accumulate open items, and reduce financial-control quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is important to break the time down by stage so that the entire delay is not attributed to a single party.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Documentation and engineering KPIs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Complex works often fall behind because execution depends on engineering decisions that do not appear in field productivity.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Open RFIs and response time<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The indicator can monitor:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>quantity issued;<\/li><li>quantity answered;<\/li><li>average age;<\/li><li>RFIs blocking a work front;<\/li><li>RFIs by discipline;<\/li><li>percentage of responses generating a design revision.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A high RFI rate may indicate incomplete design, but it may also reflect better document discipline. The KPI\u2019s quality comes from classification.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Design revisions after execution has started<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Late changes can generate rework and schedule impacts. Inspection should record when revisions affect released work fronts, purchased materials, or completed services.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pending submittals and materials<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In contracts with many items of equipment and materials, delays in submittals and approvals often precede field delays. Monitoring lead time and the approval queue creates a leading indicator rather than merely a reactive one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Leading indicators and outcome indicators<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A good dashboard combines <em>leading indicators<\/em> and <em>lagging indicators<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outcome indicators show what has already happened:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>progress below plan;<\/li><li>accumulated delay;<\/li><li>actual cost;<\/li><li>overdue NCRs;<\/li><li>missed milestones.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Leading indicators show conditions likely to produce future outcomes:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>declining mobilization;<\/li><li>delays in material approval;<\/li><li>increase in critical RFIs;<\/li><li>declining production rate;<\/li><li>growth in constraints;<\/li><li>late commissioning documents;<\/li><li>equipment with compromised manufacturing schedules.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Preventive inspection needs both. The system updates progress, schedule, open items, NCRs, and measurements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Analysis<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection identifies exceptions, investigates causes, and separates noise from relevant deviation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Decision<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The manager defines the action, responsible party, deadline, authority level, and need for contractual formalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dashboard should answer not only \u201cwhich KPI is red?\u201d but \u201cwhat action is associated with it, who is responsible, and by when must it be completed?\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">KPI traffic lights: useful but dangerous when oversimplified<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Green, yellow, and red classifications facilitate executive communication. The risk is hiding the logic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each range must have an explicit criterion. They serve only to illustrate the logic. Actual thresholds must derive from risk, control frequency, history, and the contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, some KPIs should not be reduced to an isolated traffic-light status. A single safety failure, for example, may require immediate action regardless of the monthly average.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to avoid manipulable KPIs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every indicator creates behavior. If a team is measured only by the \u201cnumber of NCRs closed,\u201d it may prioritize easy items and let critical ones age.
