It is about deciding how a public organization will ensure availability, security, continuity, and capacity for critical digital services over many years \u2014 and then transforming that decision into multidisciplinary requirements that can be tendered, inspected, tested, and accepted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within Brazil\u2019s Federal Executive Branch entities that are part of SISP, this decision has an even earlier gate: Normative Instruction SGD\/ME No. 94\/2022 establishes that agencies and entities needing to create, expand, or renew data-center infrastructure must do so through cloud-computing services, unless infeasibility is demonstrated in the Preliminary Technical Study. Therefore, for these agencies, a new investment in physical infrastructure should not begin with the BOM; it begins with the technical and strategic justification for why a physical, hybrid, or modernization alternative is necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When physical infrastructure is justified, the problem changes in nature. A data center combines architecture, electrical systems, uninterruptible power, generation, cooling, telecommunications, automation, physical security, fire detection and suppression, monitoring, management software, operations, and procedures. IN 94 itself distinguishes several of these elements \u2014 such as cabling, electrical infrastructure, cooling, and physical security \u2014 from the strict category of ICT resources, even when they are part of a data-center room. This separation shows why procurement requires coordination between Engineering and Information Technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most dangerous mistake is to reduce mission-critical infrastructure to an equipment list. Two projects can use similar brands and have completely different resilience levels. Availability results from architecture, elimination of single points of failure, maintainability, failure behavior, operating procedures, and integrated system validation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The first question is: does the agency really need a new physical data center?<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">In Brazil\u2019s federal public sector covered by SISP, the decision to create, expand, or renew physical data-center infrastructure must first pass the Preliminary Technical Study gate. The right decision may be cloud, hybrid, modernization, or owned infrastructure \u2014 and it must be demonstrated before design begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/estudo-de-viabilidade-de-data-center\/\">Learn about the Data Center Feasibility Study<\/a><\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Before discussing power, Tier, redundancy, or technical area, the Preliminary Technical Study must compare alternatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the context of Brazil\u2019s federal SISP, the cloud-first rule of IN SGD\/ME No. 94\/2022 requires justification when the chosen solution involves creating, expanding, or renewing data-center infrastructure outside the primary cloud strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis should not be superficial. \u201cWe need to keep the data inside the building\u201d or \u201cwe have always had our own data center\u201d are not, by themselves, engineering justifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study should evaluate at least:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>workload criticality;<\/li><li>latency requirements;<\/li><li>data sovereignty and information classification;<\/li><li>integration with local systems;<\/li><li>dependence on external connectivity;<\/li><li>required availability;<\/li><li>disaster-recovery requirements;<\/li><li>capacity of existing infrastructure;<\/li><li>CAPEX and OPEX;<\/li><li>asset life cycles;<\/li><li>operational capabilities;<\/li><li>cloud and hybrid-environment strategy;<\/li><li>concentration risks;<\/li><li>portability;<\/li><li>implementation schedule;<\/li><li>possibility of colocation or specialized-service contracting.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/a3aengenharia.com.br\/servicos\/planejamento\/estudo-de-viabilidade-de-data-center\/\">Data Center Feasibility Study<\/a> should turn these dimensions into comparable alternatives, rather than becoming a justification written after the solution has already been selected.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A public data center is a mission-critical system, not an isolated IT project<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The infrastructure may support services involving taxation, healthcare, justice, public security, education, identity, administrative systems, institutional data, and essential applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Downtime can produce impacts beyond internal productivity loss:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>interruption of citizen services;<\/li><li>unavailability of core government systems;<\/li><li>loss of access to critical information;<\/li><li>communication failures between units;<\/li><li>integrity and continuity risks;<\/li><li>reputational impact;<\/li><li>need for manual operation;<\/li><li>contractual and regulatory exposure.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, architecture must derive from business and availability requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting with the question \u201cwhich UPS should we buy?\u201d reverses the logic. First, the project must define which failures the installation must withstand and what level of maintenance must be possible without interrupting the critical load.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cloud-first does not eliminate Data Center Engineering<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Prioritizing cloud does not mean physical facilities have disappeared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies may maintain existing owned environments, hybrid architectures, edge infrastructure, connectivity infrastructure, technical rooms, local systems, or needs that justify physical resources. In addition, cloud services depend on physical data centers operated by third parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consequence is a shift in focus:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>fewer decisions based on \u201cowning hardware by default\u201d;<\/li><li>more service-architecture analysis;<\/li><li>greater importance of end-to-end availability;<\/li><li>integration between local infrastructure and cloud;<\/li><li>migration and continuity planning;<\/li><li>governance of external dependencies.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For existing owned facilities, modernization may be more complex than building a new environment because operations cannot stop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The article <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/modernizacao-data-center-sem-interromper-operacao\/\">Data Center Modernization Without Interrupting Operations<\/a> addresses this brownfield condition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The ETP for a public data center must compare risk, not only price<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The lowest initial CAPEX may produce the highest operational risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An alternatives analysis should consider life-cycle cost and the consequences of downtime.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Alternative<\/td><td>CAPEX<\/td><td>OPEX<\/td><td>Control<\/td><td>Scalability<\/td><td>External dependence<\/td><td>Operational complexity<\/td><\/tr><tr><td>owned data center<\/td><td>high<\/td><td>high<\/td><td>high<\/td><td>moderate<\/td><td>lower for local infrastructure<\/td><td>high<\/td><\/tr><tr><td>existing-facility modernization<\/td><td>variable<\/td><td>variable<\/td><td>high<\/td><td>limited by the site<\/td><td>moderate<\/td><td>very high during transition<\/td><\/tr><tr><td>colocation<\/td><td>lower CAPEX<\/td><td>recurring<\/td><td>shared<\/td><td>high<\/td><td>high<\/td><td>moderate<\/td><\/tr><tr><td>cloud<\/td><td>low physical CAPEX<\/td><td>recurring consumption<\/td><td>logical\/contractual<\/td><td>high<\/td><td>high<\/td><td>different from building operation<\/td><\/tr><tr><td>hybrid<\/td><td>distributed<\/td><td>mixed<\/td><td>shared<\/td><td>high<\/td><td>multiple<\/td><td>high integration<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The table does not determine a solution. It shows that the comparison must go beyond acquisition price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ETP must also document growth assumptions. Designing for current load and discovering two years later that there is no available electrical, thermal, or physical capacity is a planning failure.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to define availability requirements before design<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Availability must be translated into expected behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Useful questions include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>must the critical load remain online during preventive maintenance?<\/li><li>can a UPS failure interrupt the service?<\/li><li>does the loss of one chiller bring down all cooling?<\/li><li>is there an alternative electrical path to the rack?<\/li><li>does the IT equipment have dual power supplies?<\/li><li>does maintenance of the main switchboard require shutdown?<\/li><li>can an automation failure cause an outage?<\/li><li>is there enough autonomy for transfer and generator operation?<\/li><li>which systems must survive a localized fire event?<\/li><li>how will return to normal condition be tested?<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These questions produce architectural requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The terminology N, N+1, 2N, or A\/B distribution is useful, but it does not replace system analysis. The article <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/arquitetura-eletrica-data-center-n-n1-2n-distribuicao-ab\/\">Data Center Electrical Architecture: N, N+1, 2N, and A\/B Distribution<\/a> shows why local redundancy does not guarantee end-to-end resilience.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">TIA-942-C and ISO\/IEC 22237: how to use standards without turning procurement into a badge exercise<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">ANSI\/TIA-942-C, published in May 2024, covers infrastructure requirements for data centers and computer rooms, including telecommunications, power, cooling, architecture, fire protection, security, and other dimensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ISO\/IEC 22237 series structures requirements and recommendations for data-center facilities and infrastructure. Parts published in 2024 address, among other topics, building construction and security systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These references help establish common language and technical criteria, but the bidding documents must clearly state which requirements apply to the object.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simply writing \u201cthe data center shall comply with TIA-942\u201d may be insufficient. It is necessary to define:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>scope of compliance;<\/li><li>target classification;<\/li><li>disciplines included;<\/li><li>mandatory requirements;<\/li><li>verification criteria;<\/li><li>responsibility for documentation;<\/li><li>whether independent certification is required;<\/li><li>treatment of existing installations that cannot fully meet the standard.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A standard should guide verifiable requirements. It should not replace design.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Procurement must separate performance requirements from manufacturer solutions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A public specification should avoid depending on a brand without legal and technical justification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In mission-critical environments, the solution is to specify performance and interfaces with sufficient depth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For UPS systems, for example, relevant factors may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>power rating and margin;<\/li><li>topology;<\/li><li>efficiency;<\/li><li>redundancy;<\/li><li>autonomy;<\/li><li>bypass;<\/li><li>protection coordination;<\/li><li>maintenance;<\/li><li>monitoring interfaces;<\/li><li>failure behavior;<\/li><li>generator compatibility;<\/li><li>environmental requirements.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For cooling:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>thermal load;<\/li><li>density;<\/li><li>design conditions;<\/li><li>redundancy;<\/li><li>control;<\/li><li>air or liquid distribution;<\/li><li>containment;<\/li><li>monitoring;<\/li><li>failure response;<\/li><li>concurrent maintenance.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The same logic applies to generators, switchboards, PDUs, cabling, security, fire protection, and automation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The BOM should be a consequence of the architecture<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Listing equipment before the architecture is finalized creates artificial dependencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The correct sequence is:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>business requirements;<\/li><li>availability requirements;<\/li><li>capacity and growth;<\/li><li>conceptual architecture;<\/li><li>redundancy criteria;<\/li><li>basic\/detailed design;<\/li><li>performance specifications;<\/li><li>quantities;<\/li><li>reference or procurement BOM.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The BOM helps quantify the solution. It should not define the solution by itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In public procurement, this distinction reduces the risk of purchasing individually correct components that, once integrated, fail to deliver the required performance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Disciplines that must be coordinated in a public data center<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Architecture and construction<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">These include compartmentation, access, fire resistance, structural loads, flooring, technical areas, routes, electrical rooms, batteries, storage, docks, and maintenance circulation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Electrical power<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This includes utility supply, medium and low voltage, transformers, switchboards, ATS, STS where applicable, UPS systems, PDUs, A\/B distribution, grounding, surge protection, selectivity, power quality, and metering.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Emergency generation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The system should consider starting, transfer, paralleling where applicable, autonomy, fuel, refueling, ventilation, exhaust, maintenance, and behavior with nonlinear loads.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cooling<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">IT thermal load is not the only variable. Density, expansion, airflow, containment, redundancy, outdoor conditions, chilled water or direct expansion, pumps, controls, and failures must also be evaluated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Telecommunications<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Topology, pathways, rooms, racks, fiber, copper, cross-connects, and physical redundancy must be coordinated with power and layout.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Physical security<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Perimeter, zones, access control, authentication, CFTV, intrusion detection, and procedures should reflect criticality and the operating model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The content on <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/seguranca-fisica-data-center-zonas-acesso-cftv-perimetro\/\">Physical Security in Data Centers<\/a> explores this architecture in greater depth.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fire protection<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Early detection, conventional detection, suppression, compartmentation, interfaces with HVAC and power, and emergency procedures must be integrated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Supervision and automation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">BMS, EPMS, and DCIM have different roles. Integration must prevent critical alarms from being lost among hundreds of unprioritized events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The article <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/dcim-bms-epms-data-center-diferencas-integracao\/\">DCIM, BMS, and EPMS in Data Centers<\/a> details the differences.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The greatest risk lies at the interfaces between disciplines<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A UPS may be correctly sized and still fail at system level because transfer with the generator was not validated. A redundant chiller may not improve availability if pumps or power remain a single point of failure. Two telecommunications paths may enter the building through the same physical route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, inspection cannot be organized only through independent electrical, HVAC, and IT checklists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It must verify interfaces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>generator x UPS;<\/li><li>UPS x A\/B distribution;<\/li><li>HVAC x automation;<\/li><li>fire protection x shutdowns;<\/li><li>security x emergency routes;<\/li><li>BMS x EPMS;<\/li><li>power supply x dual-cord equipment;<\/li><li>cabling x compartmentation;<\/li><li>operating model x maintenance.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The value of Owner\u2019s Engineering appears strongly at these boundaries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to structure the Terms of Reference for a data center<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The document must translate the architecture into verifiable obligations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A structure may include:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>context and objective;<\/li><li>service requirements and criticality;<\/li><li>scope and supply boundaries;<\/li><li>capacity assumptions;<\/li><li>availability requirements;<\/li><li>applicable standards;<\/li><li>discipline-specific requirements;<\/li><li>integration requirements;<\/li><li>design documentation;<\/li><li>submittals;<\/li><li>quality and inspection;<\/li><li>FAT and factory tests;<\/li><li>installation;<\/li><li>pre-commissioning;<\/li><li>functional commissioning;<\/li><li>integrated tests;<\/li><li>training;<\/li><li>As-Built documentation;<\/li><li>operating procedures;<\/li><li>acceptance criteria.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The mistake is to devote dozens of pages to equipment datasheets and only a few lines to integration, testing, and acceptance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Contracting model and risk allocation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Data centers can be procured through different strategies, and each changes the distribution of responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a traditional procurement with a detailed owner-provided design, the Public Administration retains greater responsibility for the definition. In integrated or semi-integrated contracting, the risk matrix, performance requirements, and limits of contractor freedom become even more important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critical issues include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>responsibility for final sizing;<\/li><li>existing-condition risks;<\/li><li>interfaces with operations;<\/li><li>coordination;<\/li><li>approval of equivalents;<\/li><li>energy performance;<\/li><li>warranties;<\/li><li>testing;<\/li><li>certifications;<\/li><li>availability during transition;<\/li><li>consequences of commissioning failure.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The contracting model cannot correct a poorly defined requirement. The more freedom the contractor receives, the clearer the expected outcomes must be.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to deal with the boundary between ICT procurement and Engineering<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">IN SGD\/ME No. 94\/2022 is particularly useful in showing that a data center can combine objects of different legal and technical natures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its Annex I excludes from the ICT-resource category, among other items, civil engineering services, physical access control, structured cabling, electrical infrastructure, hydraulic\/cooling infrastructure, and fire suppression, even when they are part of a data-center room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This requires attention to procurement strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency must decide whether it will use:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>an integrated multidisciplinary procurement;<\/li><li>coordinated lots;<\/li><li>separate contracts;<\/li><li>construction with specialized supplies;<\/li><li>ICT procurement separated from building infrastructure.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Any model can work.
