In Process Safety, MOC exists to prevent an apparently simple modification \u2014 a new setpoint, equipment replacement, feedstock change, logic revision, or temporary condition \u2014 from silently invalidating technical assumptions that support safe operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An effective MOC is not merely an approval form. It connects the technical basis of the change to risk analysis, documentation, training, testing, startup readiness, and closure. A change is considered complete only when its impacts have been addressed and the actual facility configuration is once again represented in the applicable documents, procedures, and management systems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Is Management of Change?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Management of Change can be understood as a governance discipline applied to technical and operational change. Its purpose is to determine, before implementation, whether a change modifies risk and which controls need to be updated so the facility continues operating within known and authorized conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OSHA 29 CFR 1910.119, one of the most widely used international references in Process Safety Management, requires written procedures to manage changes in process chemicals, technology, equipment, procedures, and facilities affecting covered processes, except for replacements in kind. The requirement also calls for evaluation of the technical basis, safety and health impacts, changes to procedures, time period, and authorizations before the change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Brazil, this requirement should not be presented as an automatic legal obligation for every facility. OSHA is a foreign technical reference. Brazilian regulatory applicability must be assessed according to the applicable NRs, legislation, and sector-specific requirements. Even so, the principle of technically controlling changes is fully consistent with sound engineering practice and with the need to keep risk analyses, procedures, and documentation aligned with the
