An <strong>RFI \u2014 Request for Information<\/strong> is used to obtain information and understand capabilities, alternatives and constraints before fully defining the contracting strategy. An <strong>RFP \u2014 Request for Proposal<\/strong> is used when the owner can already formulate the need and wants to compare solutions, methodologies, technical capability, risks and price. An <strong>RFQ \u2014 Request for Quotation<\/strong> is more appropriate when the scope and solution are sufficiently defined and the main objective is to receive comparable prices and commercial terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The right choice depends on the maturity of the need, the degree of technical uncertainty and the type of decision the owner needs to make. Using an RFQ too early can produce incomparable prices because suppliers made different assumptions. Using an RFP for a fully standardized purchase can create unnecessary complexity. Some procurements begin directly with an RFP because the problem is already sufficiently structured. Standardized purchases may use only an RFQ. And an RFP may include a commercial pricing sheet that performs the quotation function without requiring a separate RFQ.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What matters is that the document matches the decision required at that point in the <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/procurement-projetos-engenharia-etapas-criterios\/\">Procurement process in Engineering Projects<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is an RFI \u2014 Request for Information<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFI is a request for information from the market. Its primary objective is to <strong>reduce uncertainty before finalizing the contracting strategy<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can be used when the owner still needs to understand available technologies, supplier capabilities, delivery models, lead times, typical requirements, technical limitations, integration conditions, the maturity of a given solution or practices adopted by the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In PMBOK 8, the RFI appears in the Procurement process as an instrument for gathering market information before more formal solicitation documents. If the owner is still learning about the market, requiring a fully detailed proposal may waste participants\u2019 effort and encourage premature decisions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">An RFI should not be used to obtain free Engineering<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There is an important boundary between consulting the market and transferring Engineering work to a supplier that should actually be contracted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asking companies to develop designs, complete sizing, detailed studies or an execution-ready solution without a contracting commitment can reduce response quality and drive qualified suppliers away. These values, however, should not be confused with a firm commercial proposal if the scope remains open.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is an RFP \u2014 Request for Proposal<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFP is used when the need already has enough maturity for suppliers to present a <strong>structured proposal for how they will meet it<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is no longer \u201cwhat exists in the market?\u201d but \u201chow will your company meet the requirements and under what conditions?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/rfp-engenharia-escopo-requisitos-criterios-selecao\/\">RFP in Engineering<\/a> normally presents the objective, scope, requirements, interfaces, deliverables, schedule, instructions to bidders, evaluation criteria, quality and testing conditions, and commercial information.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What an RFP should allow you to evaluate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the object, the analysis may consider:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>scope compliance;<\/li><li>technical solution quality;<\/li><li>methodology;<\/li><li>specific experience;<\/li><li>supplier capability;<\/li><li>key personnel;<\/li><li>schedule;<\/li><li>risk management;<\/li><li>quality plan;<\/li><li>testing and commissioning;<\/li><li>support and warranty;<\/li><li>life-cycle cost;<\/li><li>price and commercial terms.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The World Bank establishes in its Procurement framework that evaluation criteria should be proportionate to the nature and complexity of the procurement, stated in the solicitation documents and applied consistently. This logic is also useful as good practice in private processes: suppliers need to know how they will be evaluated before responding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When to use an RFP in Engineering<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFP is appropriate when there are relevant differences among possible market responses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is common in:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>conceptual, basic and detailed Engineering designs;<\/li><li>Owner\u2019s Engineering;<\/li><li>EPC and EPCM;<\/li><li>systems integration;<\/li><li>automation;<\/li><li>infrastructure modernization;<\/li><li>specialized technical services;<\/li><li>complex maintenance contracts;<\/li><li>commissioning;<\/li><li>critical systems implementation;<\/li><li>packages where solution, methodology or team influence the outcome.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In these cases, asking only for price can hide important differences. Two suppliers may use the same scope title while considering very different deliverables, tests, responsibilities and assumptions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is an RFQ \u2014 Request for Quotation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFQ is a request for quotation. It works best when the owner has a <strong>high level of definition of what will be purchased<\/strong> and needs to receive comparable commercial terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PMBOK 8 describes the RFQ as appropriate when price is the primary decision factor and the requested solution is readily available. This does not mean Engineering disappears from the process. It means the Engineering needed to define the object has already taken place before quotation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A well-structured RFQ can include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>list of items or services;<\/li><li>applicable specifications and revisions;<\/li><li>quantities;<\/li><li>supply unit;<\/li><li>delivery or execution location;<\/li><li>required lead time;<\/li><li>Incoterm when applicable;<\/li><li>currency;<\/li><li>taxes;<\/li><li>payment terms;<\/li><li>proposal validity;<\/li><li>warranty;<\/li><li>mandatory documentation;<\/li><li>packaging and transport requirements;<\/li><li>confirmation of exceptions or deviations.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">When to use an RFQ in Engineering<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFQ is particularly appropriate when the owner already knows <strong>what<\/strong>, <strong>how much<\/strong>, <strong>to what standard<\/strong> and <strong>under what condition<\/strong> it needs to buy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Examples include specified materials, equipment with consolidated requirements, repetitive services with a defined unit scope, spare parts, standardized tests and packages in which technically eligible suppliers have already been prequalified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using an RFQ does not eliminate the need to evaluate capability, compliance or risk. The main point is to avoid requiring the market to make a decision for which the owner has not yet provided enough information.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">RFI, RFP and RFQ can be part of the same process<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In larger projects, the instruments may be used at different stages.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Stage 1 \u2014 RFI to understand the market<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The owner consults manufacturers, integrators, consultants or suppliers to validate technologies, capability, lead times, risks and contracting models.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The responses do not automatically define the winner. The more closed and comparable the object, the greater the usefulness of the RFQ.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The mistake of treating an RFI as informal preselection<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The RFI should clearly state its purpose. If the market believes the response will be used to select a supplier, participants tend to submit commercial material and protect information rather than collaborate with a market diagnosis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Care is also required to avoid creating an undue advantage for a company that informally helped build the requirements. Information relevant to the future competition should be transformed into criteria and documents made equivalently available to participants.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to structure a useful RFI<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFI should be short enough to encourage responses and detailed enough to produce comparable information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One possible structure is:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>organization and problem context;<\/li><li>purpose of the consultation;<\/li><li>information already known;<\/li><li>technical questions to the market;<\/li><li>questions about capability and experience;<\/li><li>questions about lead times and availability;<\/li><li>perceived risks or constraints;<\/li><li>support and after-sales model;<\/li><li>response format;<\/li><li>notice that the RFI does not constitute a contracting commitment, when applicable.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Open-ended questions should be used where uncertainty actually exists. When there are options, spares, services, mobilization or training, these elements should be separated so the total value can be reconstructed and compared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also advisable to require an explicit declaration of deviations.
