It consolidates what will be supplied, which requirements must be met, which documents compose the solicitation, how proposals will be compared and which evidence will be required during manufacturing, installation, testing and acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In industrial, infrastructure, energy, Data Center, telecommunications and critical-system projects, the technical requisition acts as the bridge between Engineering and Procurement. If it is issued incomplete, competition begins with gaps that later emerge as supplier questions, heterogeneous proposals, exclusions, change orders, delays, interface conflicts or commissioning difficulties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition should not be confused with a simple bill of materials or with the RFP or RFQ. It is the <strong>technical input baseline<\/strong> used to assemble the market solicitation. Depending on the object, it may include specifications, data sheets, drawings, lists, design narratives, acceptance criteria, quality requirements, responsibility matrix and vendor data documentation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What a technical requisition is for<\/h2>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">The technical requisition is the maturity gate between Engineering and Procurement. Its purpose is to ensure that Procurement does not have to interpret the Engineering scope on its own and that suppliers receive the same technical reference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The World Bank highlights in its Procurement resources that Terms of Reference and technical specifications need to be prepared in a way that can guide the market and evaluation. PMBOK, in turn, connects Statement of Work, estimates, solicitation documents and supplier evaluation within the Procurement flow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In EPC\/EPCM organizations, the term <em>Technical Requisition<\/em> is frequently used for the document that groups the technical specification, data sheets, lists and document requirements of a purchasing Engineering needs to verify whether:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>scope is bounded;<\/li><li>battery limits are clear;<\/li><li>interfaces with third parties are time\u201d can shift the delay into a more expensive phase.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Recommended structure of the technical requisition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is no single template suitable for every sector. The structure should reflect the object, but an Engineering package may contain the following blocks.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Package identification<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Code, title, discipline, system, project, installation location, revision, technical owner and reference to the procurement plan.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Scope of supply<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Describes what the supplier must deliver, including equipment, materials, services, application Engineering, installation where applicable, testing, documentation, training, spares and support.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Boundaries and interfaces<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Defines the points where supplier responsibility begins and ends. In integrated systems, this section is as relevant as the equipment specification itself.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Applicable technical documents<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">May include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>specifications;<\/li><li>design narratives;<\/li><li>drawings;<\/li><li>diagrams;<\/li><li>data sheets;<\/li><li>bills of materials;<\/li><li>I\/O lists;<\/li><li>system architecture;<\/li><li>Engineering studies;<\/li><li>standards and codes;<\/li><li>project reference documents.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Performance requirements<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Measurable parameters that the solution must achieve. Whenever possible, they should be defined in a verifiable way and associated with the evidence that will demonstrate compliance.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Quality and inspection requirements<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Include quality plan, ITP, certificates, traceability, inspections, witness points, hold points, FAT, special tests and nonconformity treatment where applicable.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Vendor data requirements<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Define which documents the supplier must deliver, in which revision, format and deadline. This list should exist before contracting because some documents may be required to continue the design itself.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Acceptance criteria<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Explain how the owner will confirm compliance: document approval, tests, inspections, SAT, commissioning, final documentation or other mechanisms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The scope of supply needs to include invisible services<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Many differences between proposals are not in the main equipment, but in the services and accessories needed to put it into operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition should verify, according to the package:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>application Engineering;<\/li><li>manufacturer drawings;<\/li><li>accessories and mounting kits;<\/li><li>connectors and interfaces;<\/li><li>software licenses;<\/li><li>configuration;<\/li><li>integration;<\/li><li>special tools;<\/li><li>installation supervision;<\/li><li>start-up;<\/li><li>FAT and SAT;<\/li><li>training;<\/li><li>documentation;<\/li><li>spares;<\/li><li>warranty and support.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When these elements remain implicit, each bidder creates its own interpretation and the comparison loses validity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Battery limits and interfaces<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Battery limits<\/em> define physical or functional boundaries of the supply. In multidisciplinary Engineering, the requisition should record connection points, power supply, communications, infrastructure, responsibility for cables, supports, software, civil works, integration and testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An interface matrix can be more effective than long paragraphs.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Interface<\/td><td>Supplier<\/td><td>Owner\/third party<\/td><td>Evidence<\/td><\/tr><tr><td>electrical power<\/td><td>equipment terminal<\/td><td>upstream circuit and protection<\/td><td>diagram and electrical load<\/td><\/tr><tr><td>data network<\/td><td>Ethernet interface<\/td><td>switch and infrastructure<\/td><td>port and protocol requirements<\/td><\/tr><tr><td>civil foundation<\/td><td>loads and anchors<\/td><td>foundation design and execution<\/td><td>load drawing<\/td><\/tr><tr><td>software<\/td><td>license and configuration<\/td><td>server infrastructure<\/td><td>requirements matrix<\/td><\/tr><tr><td>commissioning<\/td><td>equipment tests<\/td><td>system integration<\/td><td>SAT protocol<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">This definition reduces later disputes over \u201cscope by others.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Prescriptive requirements and performance requirements<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition should balance two forms of specification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prescriptive requirements<\/strong> define materials, models, dimensions, architecture or method. They are suitable when interoperability, standardization or consolidated experience require a specific solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Performance requirements<\/strong> define the result that needs to be achieved and allow the supplier to propose how to achieve it. They are useful when legitimate room exists for innovation or equivalent solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An excessively prescriptive specification may restrict the market without technical benefit. An excessively functional specification may transfer to the supplier decisions that should remain under Engineering control.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to address applicable standards and documents<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition should list standards only when genuinely relevant to the object and to the edition applicable to the project. Copying an extensive standards list from another package creates conflicts and irrelevant requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Document precedence also needs to be defined. If a drawing, data sheet and specification conflict, the supplier needs to know which document governs or how to issue a technical query.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An explicit hierarchy reduces ambiguities during bidding and execution.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requirements matrix for comparable proposals<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For complex packages, a compliance matrix may accompany the requisition. Each requirement receives an identifier and the supplier indicates compliance, evidence, deviation or alternative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This matrix facilitates the future <strong>TBE<\/strong> because evaluation no longer begins with an unstructured reading of hundreds of pages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A typical classification may use:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>compliant;<\/li><li>clarification required;<\/li><li>deviation;<\/li><li>technical alternative;<\/li><li>noncompliant.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The meaning of each status should be defined in the process.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to prepare requirements for the TBE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The team preparing the requisition should think about the future evaluation. For each relevant requirement, it should be possible to answer:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>how the supplier will demonstrate compliance in the proposal;<\/li><li>what evidence will be accepted;<\/li><li>whether the requirement is mandatory or differentiating;<\/li><li>whether alternatives are permitted;<\/li><li>how the requirement will be verified after contracting.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This traceability connects specification, TBE and acceptance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technical requisition and RFI<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When Engineering still cannot complete the requisition because questions remain about technology, market, capability or interfaces, an RFI may be issued first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consultation serves to mature the baseline, not to replace Engineering work. After consolidating responses, the team revises specifications and releases the requisition at an adequate level for RFP or RFQ.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technical requisition and RFP<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In an RFP, the technical requisition defines the reference against which differentiated solutions will be evaluated. It needs to indicate which requirements are fixed and where solution freedom exists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If this boundary is unclear, suppliers may interpret any requirement as negotiable or, at the opposite extreme, assume that no alternative is permitted.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technical requisition and RFQ<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An RFQ assumes greater object stability. Therefore, the requisition supporting an RFQ needs to eliminate relevant differences in scope, quantity, performance and documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When suppliers still need to design substantial parts of the solution to respond, the process is probably closer to an RFP than an RFQ.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vendor data must be defined before award<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Vendor Data Requirement List, Vendor Document Register or equivalent structure specifies what the supplier must issue during the contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Typical documents may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>certified data sheets;<\/li><li>dimensional drawings;<\/li><li>loads and interfaces;<\/li><li>diagrams;<\/li><li>bills of materials;<\/li><li>manuals;<\/li><li>test procedures;<\/li><li>certificates;<\/li><li>inspection reports;<\/li><li>software documentation;<\/li><li>final documentation and manufacturer As-Built.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If these documents are negotiated only after award, the owner loses the leverage to establish deadlines and formats without commercial impact.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Submittals and approval cycles<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition should indicate which documents are submitted for information, review, approval or record. It should also define the effect of approval: reviewing a manufacturer drawing does not transfer responsibility for the supplier\u2019s design to the owner, except where a specific contractual provision states otherwise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cycles need to account for review time and possible resubmittal. Late vendor data can block manufacturing or Engineering work in other disciplines.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Quality, inspection and FAT requirements<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For critical packages, the requisition should establish the basis for quality control from the beginning. It is not enough to request \u201cFAT included\u201d without defining scope, reference, procedures, witnessing and approval criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same applies to inspections. The owner needs to define when hold points, witness points, mandatory certificates and nonconformity treatment will apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This logic connects to <strong>Quality Management in Procurement<\/strong>, which follows the supply through acceptance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Delivery conditions and technical logistics<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Some logistics aspects are technical in nature and need to be in the requisition: special packaging, preservation, environmental restrictions, storage guidance, loose parts, lifting, protection against vibration, moisture or corrosion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These conditions can influence packaging design and even equipment configuration.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Revisions and baseline freeze<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The technical requisition needs controlled revision. If Engineering changes after suppliers have started quoting, the process should record the impact and issue a formal revision or clarification to all participants according to the competition rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After award, changes should follow Engineering Change Management or contractual change control. Silently changing the specification destroys traceability among proposal, contract and supply.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requisition release checklist<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before issue to Procurement, an independent review can confirm:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>complete scope;<\/li><li>documents listed and at the correct revision;<\/li><li>reconciled quantities;<\/li><li>defined interfaces;<\/li><li>measurable performance criteria;<\/li><li>mandatory requirements identified;<\/li><li>relevant standards;<\/li><li>vendor data defined;<\/li><li>coherent quality and testing requirements;<\/li><li>acceptance criteria established;<\/li><li>compatible RFI\/RFP\/RFQ strategy;<\/li><li>evaluation owners defined.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For critical packages, this checklist can function as a formal gate.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requisition quality indicators<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Document quality can be observed through signals in the downstream process:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Indicator<\/td><td>Possible root problem<\/td><\/tr><tr><td>large volume of supplier questions<\/td><td>ambiguous scope or requirements<\/td><\/tr><tr><td>many revisions during competition<\/td><td>baseline released too early<\/td><\/tr><tr><td>proposals with very different exclusions<\/td><td>incomplete supply boundaries<\/td><\/tr><tr><td>long TBE with many clarifications<\/td><td>insufficient requirements matrix<\/td><\/tr><tr><td>changes immediately after award<\/td><td>immature interfaces or design data<\/td><\/tr><tr><td>vendor data negotiated later<\/td><td>document requirements not defined<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">These data can feed lessons learned and improve future templates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technical requisition for Engineering services<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The concept can also be applied to services, even if the document is called Terms of Reference, Statement of Work or Scope of Services. The logic remains the same: define scope, deliverables, assumptions, expected methodology, interfaces, evaluation criteria, measurement and acceptance so that proposals can be compared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For intellectual services, avoiding prescription of the final product itself in advance is especially important. The document should require sufficient methodology and evidence to assess capability without transferring free performance of the scope to the bidder during competition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Integration with the procurement plan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The requisition release date is a procurement-plan milestone. If it slips, all downstream package activities shift: issue, proposals, TBE, award, vendor data, manufacturing, testing and delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Project Controls should therefore monitor not only purchase orders already issued, but also requisitions still under preparation by Engineering.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Final considerations<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The technical requisition is one of the most effective barriers against Procurement problems that appear commercial but originate in insufficiently defined Engineering. It transforms requirements, drawings, interfaces, quality, documentation and acceptance into a common baseline for the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When prepared with traceability and integrated with the procurement plan, TBE and vendor-data control, it reduces ambiguities before they become price, delay, change order or responsibility disputes.<\/p>\n\n\n\n<div class=\"wp-block-a3a-destaque\">\n<p class=\"wp-block-paragraph\">Vendor data needs to be contracted before it is needed.
