They require early identification because they can jeopardize the critical path even before the purchase order is formally issued.

The risk is not limited to manufacturing time. Total lead time begins with Engineering maturity and may include technical requisition, bidding, TBE, negotiation, vendor data, purchase of components, production, inspections, FAT, transportation, importation, receipt and preservation. An item that appears to have “20 weeks of manufacturing” may require many additional months when the full cycle is considered.

Long Lead Item management should be integrated with Procurement in Engineering projects, the contracting strategy, supply plan, master schedule and expediting. The subject is different from Just in Time: JIT addresses flow synchronization and the appropriate time for availability; Long Lead Management addresses early identification of items whose total cycle threatens required dates and the critical path. In some cases, procurement needs to be anticipated; in others, buying too early creates risks of change, incompatibility or prolonged storage. The objective is to anticipate with control, not merely to buy early.

What characterizes a Long Lead Item

A Long Lead Item should be identified by the total cycle until availability to the project, not only by the manufacturing time reported by the supplier. Engineering, bidding, vendor data, FAT and logistics also consume the available window.

See how to structure the Supply Plan

The U.S. Department of Energy defines Long-Lead Procurement as equipment, services or materials that must be acquired well in advance because of long delivery times. The same glossary distinguishes critical items as items that can affect the critical path even when they do not have high financial value.

In Engineering, an item can be considered long lead when its total cycle consumes a relevant portion of the available window between definition and need on the project.

<figure lead time of a critical item

Long lead does not mean only a long factory time

Classification should use the end-to-end cycle. Some equipment has relatively short manufacturing times but requires application Engineering, drawing approval, importation or third-party components. Other equipment has long production cycles but is standardized and easy to specify.

Total lead time can be represented as:

Total lead time = technical maturity + Procurement + vendor data + manufacturing + tests + logistics + receipt

The analysis should also consider float, risks and successor dates.

Long Lead Item and critical item are not exactly the same

A critical item may have a short lead time but block an essential activity because it is unique or difficult to replace. A long lead item may have a long cycle without being on the critical path if the project identified it early and preserved enough float.

Situation

Long lead?

Critical?

transformer with long manufacturing time and no float

yes

yes

special equipment procured early with ample float

yes

perhaps not

unique quick-delivery component that blocks start-up

not necessarily

yes

standard material available from stock

normally no

normally no

The most robust control combines lead time, impact and difficulty of substitution.

How to identify Long Lead Items early

Identification should begin during Conceptual Design, FEED or another definition phase appropriate to the undertaking. It is not necessary to know every detail to recognize equipment classes with the potential for long lead times.

The team can review:

major process equipment;

transformers, switchgear and special electrical equipment;

large generators and UPS systems;

chillers and special HVAC systems;

telecommunications or security equipment requiring specific manufacturing/configuration;

imported equipment;

single-source items;

components subject to certification;

systems with software/licensing dependent on hardware;

materials with constrained supply chains;

specialized services with limited team availability.

An RFI can confirm actual lead times before contracting.

Market intelligence and lead time

Lead times are not constant. Manufacturing capacity, sector demand, component availability, geopolitics, logistics and seasonality change delivery times.

Therefore, relying only on old historical data may be inadequate. The Procurement team should consult suppliers and the market to validate:

current quotation lead time;

factory backlog;

raw-material availability;

third-party components;

production capacity;

FAT window;

transportation;

import restrictions;

acceleration options.

This information feeds the Contracting Strategy and Supply Plan.

How to classify criticality

A simple matrix can combine lead time and project impact.

<svg schedule impact

Other factors can increase criticality:

single supplier;

low substitutability;

complex interface;

qualification requirements;

high dependency on vendor data;

made-to-order manufacturing;

importation;

storage restrictions;

technology or obsolescence risk.

The role of the master schedule

The Procurement date should be derived from the date the project actually needs the item. Working only with a “desired purchase date” disconnects procurement from its real function.

The calculation should be performed backwards:

required date for installation or use;

receipt and inspection;

transportation and customs clearance;

FAT and release;

manufacturing;

vendor data and approvals;

contract award;

TBE and negotiation;

receipt of proposals;

issue of RFP/RFQ;

technical requisition ready.

This allows the project to identify the latest responsible date for each decision.

Anticipating Procurement without anticipating mistakes

Buying early can protect the schedule, but it also crystallizes decisions before Engineering is mature. This trade-off needs to be explicit.

Risks of anticipation include:

capacity changes;

layout changes;

voltage or interface changes;

incompatibility with later design;

requirements revisions;

equipment stored for long periods;

obsolescence;

warranty starting before operation;

financial cost of early purchase.

Early procurement should freeze only the parameters that are actually necessary.

Partial design freeze

A useful strategy is to identify which parameters need to be frozen for contracting and which can remain open.

Example for a piece of equipment:

Parameter

Must it be frozen at award?

rated capacity

normally yes

main interfaces

yes

maximum dimensional envelope

often yes

secondary finish

may remain open

identification details

may be closed later

final documentation

defined as a requirement, issued later

This method reduces the risk of waiting for details that do not condition the purchase, without releasing a technically immature package.

Early Procurement Packages

Projects may create early packages for Long Lead Items. The strategy needs to define clear boundaries between the initial package and later contracts.

An early procurement package may include:

main equipment;

vendor engineering required by the project;

reservation of a manufacturing slot;

critical components;

factory tests;

initial documentation;

contractual options for later phases.

The structure should avoid duplicate procurement or gaps when the package migrates into EPC, EPCM or construction.

Capacity reservation versus full purchase

In some markets, it may be possible to reserve factory capacity, issue a Letter of Intent, contract initial Engineering or purchase only critical components before the full order.

These alternatives require legal, commercial and technical analysis. They can reduce schedule risk without committing the full value before the required maturity is achieved.

They should not be used informally: any commitment needs defined scope, financial limit, responsibility and continuation conditions.

Long Lead Items in EPC and EPCM

In EPC, the contractor usually assumes a significant portion of Procurement, but the owner still needs to understand Long Lead Items because they affect milestones, risk and recovery capability.

In EPCM, the subject is even more visible to the owner because supply contracts may be placed directly and require centralized interface coordination.

In both cases, the Long Lead Item schedule should be treated as part of project governance.

Vendor Data as a hidden predecessor

Long lead equipment often requires manufacturer drawings and data so that Engineering can continue. This creates a two-way relationship:

Engineering needs to mature enough to place the order;

after award, Engineering needs vendor data to continue.

If this exchange is not planned, the project may anticipate the physical equipment and still delay civil, electrical or automation work because data is missing.

Expediting Long Lead Items

Critical packages should receive expediting proportional to risk. Follow-up needs to verify intermediate milestones: vendor data, materials, sub-suppliers, manufacturing, inspections, FAT and logistics.

The delivery date should not be the only indicator. The article on Expediting in Engineering addresses this post-award control specifically.

Inspection, FAT and release

Critical items often have ITPs, inspections and FAT. These steps need to be included in lead time from the planning stage.

A failed FAT close to the shipping date can consume the entire margin. The article on Manufacturing Inspection and Vendor Inspection explores quality control and release for shipment in more depth.

Logistics and importation

Transportation of special equipment may involve:

oversized cargo;

special permits;

restricted routes;

escort;

ocean freight;

container availability;

customs clearance;

insurance;

lifting and unloading.

These times should not be added at the end as a generic estimate.

Receiving too early is also a risk

Anticipating delivery may create storage, preservation, security, warranty and tied-up capital problems.

The schedule should define the required on site date and assess the acceptable arrival window. The best scenario is not necessarily the earliest possible delivery, but the delivery that protects the critical path without creating new risks.

Long Lead Item Register

A Long Lead Item Register may contain:

item/package;

system;

potential supplier;

current lead time;

required date;

float;

Engineering status;

contracting strategy;

requisition date;

planned award;

critical vendor data;

manufacturing;

FAT;

logistics;

risk;

mitigation action;

owner.

This register can be a specific view of the Supply Plan.

Useful indicators

Relevant indicators include:

Indicator

Objective

Procurement float

measure margin to the required date

updated lead time vs baseline

detect market deterioration

items without a ready requisition

prioritize Engineering

planned award vs latest date

identify late-decision risk

overdue critical vendor data

anticipate manufacturing/design blockage

delivery forecast vs required date

measure schedule risk

Scenarios and contingency

Long Lead Items justify analysis of alternatives before a crisis. Options may include:

alternative supplier;

equivalent equipment;

parallel manufacturing of components;

partial delivery;

expedited transport;

replanning the construction sequence;

temporary solution;

strategic stock.

Each alternative has cost, risk and technical conditions that should be evaluated in advance.

Frequent mistakes

The most common mistakes are:

identifying long lead only after the RFQ;

using manufacturing time as total lead time;

not updating market information;

anticipating a purchase without freezing critical interfaces;

not including vendor data in the schedule;

ignoring FAT and logistics;

replacing the baseline with the forecast;

starting expediting only close to delivery;

confusing an expensive item with a critical item;

receiving equipment too early without planned preservation.

Final considerations

Long Lead Items need to be treated as an integrated Engineering, Procurement and schedule issue. Effective management identifies them early, validates lead time in the market, calculates dates backwards and consciously decides which parameters need to be frozen to anticipate contracting.

The objective is not to buy as early as possible. It is to ensure that critical items are available when the project actually needs them while maintaining control over interfaces, quality, capital and change risk.

Anticipating Procurement is a risk decision. The right point is to freeze early what conditions the purchase and keep open what can still evolve without jeopardizing supply.

Explore the Contracting Strategy in more depth

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Technical references

[1] U.S. DEPARTMENT OF ENERGY. A low-value item can block the critical path.

When should Long Lead Items be identified?
As early as possible, ideally during conception, FEED or Procurement planning, even if final detailing has not yet been completed.

Is it always better to purchase Long Lead Items early?
No. Early purchase can protect schedule, but it increases change, incompatibility, storage and tied-up-capital risks. The decision should balance maturity and schedule.

What is an early procurement package?
It is an early contracting package structured to acquire or reserve critical items before other project contracts, with clearly defined boundaries and interfaces.

How do Long Lead Items relate to expediting?
After award, long lead items normally require more intensive expediting to track vendor data, critical components, manufacturing, FAT, logistics and the delivery forecast.

</details>

<details class="wp-block-details is-layout-flow
