For a work, service, or system, signing the certificate should not merely mean that \u201cthe contractor finished\u201d or that \u201cthe object is installed.\u201d It should represent a technical decision supported by documents, inspections, tests, records, and the treatment of outstanding items.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, <strong>acceptance of works<\/strong> is not synonymous with physical completion. A protocol demonstrates that something was submitted. The contractor focuses the schedule on assembly and installation and leaves As-Built drawings, reports, certificates, and document consolidation for the final days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach starts from an incorrect assumption: that the main obligation is to install and documentation is only a supplement. In engineering, especially when the client needs to operate, maintain, audit, or expand the asset, documentation is part of the delivered product itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An incorrect As-Built, for example, transfers a false representation of the asset to operations. A disorganized photographic report prevents traceability. A test report that does not identify the tested element makes it difficult to prove conformity. Three states are particularly useful when compatible with the contract.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Accepted<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The delivery meets the criteria applicable to the milestone. The evidence is sufficient and there are no outstanding items that prevent acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not mean that no future responsibility exists. Warranties, civil liabilities, contractual obligations, and professional duties may remain.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Accepted with reservations<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The delivery meets its primary purpose, but there are controlled non-blocking outstanding items. This state should only be used when the reservation is documented and an effective closure mechanism exists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVarious reservations\u201d or \u201citems to be corrected\u201d are insufficient formulations. The certificate must make the obligation traceable.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Not accepted<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The object does not meet the criteria, has blocking deviations, lacks sufficient evidence, or is not in a condition to be validated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not accepting does not necessarily mean terminating or rejecting the entire contract.
