For engineering works and services, this means much more than filling out a form: the ETP must transform an administrative need into a technically justifiable decision before the Administration consolidates the Terms of Reference, Basic Design, preliminary design or tender documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practice, a good ETP reduces the risk of the public body tendering a preconceived, undersized solution that is incompatible with existing infrastructure or unable to deliver the expected result. It should create traceability among <strong>need, requirements, alternatives, quantities, costs, risks, interfaces and intended outcome<\/strong>. When this logic is absent, problems tend to reappear later as contract amendments, challenges to the tender, incomparable proposals, inspection uncertainties, measurement disputes and difficulties with technical receipt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For engineering works and systems, the ETP is also the appropriate stage to identify prior surveys, field constraints, interfaces with existing installations, dependencies among disciplines, design needs, operation and maintenance requirements, implementation risks and conditions that must be resolved before tendering. The depth should be proportional to the complexity and risk of the object: the greater the technical uncertainty, the greater the need for investigation before contracting.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The ETP is the preliminary planning stage of procurement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The ETP is not the document that definitively details how the contractor will perform each activity. Its role comes earlier: <strong>understand the problem, compare alternatives and justify the solution that will be taken forward<\/strong>. The TCU itself characterizes the ETP as preliminary planning; if procurement is feasible, the selected solution will later be specified in the Terms of Reference or Basic Design, which form the definitive procurement-planning layer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction prevents a recurring error: starting the process with a brand, technology, architecture, scope or solution already fixed and using the ETP merely to justify a decision made in advance. The reasoning should be the opposite. First, the need is characterized; then requirements and constraints are defined; alternatives are subsequently studied; only then is it concluded which solution is technically and economically most appropriate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The relationship among these artifacts can be understood as follows:<\/p>\n\n\n\n<figure class=\"a3a-mermaid\"><svg id=\"a3a-diagram-1\" The difference may appear semantic, but it changes the entire procurement process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a public body recording its need as \u201cpurchase of 200 IP cameras.\u201d This already embeds a solution, a quantity and a technology before demonstrating which problem exists. In engineering, dividing the object can increase competition and specialization, but it can also create interfaces that are difficult to manage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A multidisciplinary procurement may involve design, infrastructure, supply, integration, testing, documentation and commissioning. Separating everything into lots may appear economically attractive, but the Administration needs to determine who will be responsible for the interfaces and the performance of the overall system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Useful questions include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>are the lots technically independent?<\/li><li>is responsibility for integration clear?<\/li><li>does one supplier depend on another supplier&#8217;s deliverables?<\/li><li>does dividing the scope create compatibility risks?<\/li><li>will additional technical coordination be required?<\/li><li>can acceptance criteria be separated?<\/li><li>will the system warranty become fragmented?<\/li><li>is there a real gain in competition?<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/a3aengenharia.com.br\/conteudo\/artigos-tecnicos\/gestao-interfaces-projetos-engenharia-matriz-icd-responsabilidades-mudancas\/\">Interface Management in Engineering Projects<\/a> is especially relevant when the solution is divided into packages or interdependent contracts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">ETP, risks and decisions that must be made before the tender<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The ETP naturally exposes risks.
