In Engineering, standardizing does not mean eliminating technical judgment or turning every flow into a rigid procedure. It means establishing the minimum necessary so that inputs, decisions, deliverables, and interfaces do not depend exclusively on individual memory, improvisation, or informal agreements.

The problem that standardization addresses appears when the same demand produces different results depending on the person, unit, supplier, or project. Reviews follow different criteria, documents arrive incomplete, approvals follow different paths, data are recorded in incompatible ways, and exceptions become the rule. The objective of a well-designed standard is to reduce this unnecessary variability without blocking the flexibility Engineering needs to handle situations of greater complexity or risk.

What is process standardization?

Standardizing a process means defining a common reference for its execution. This reference may include boundaries, entry and exit criteria, responsibilities, minimum sequence, controls, mandatory information, decision rules, evidence, and exception handling.

Standardization does not need to produce a lengthy document. Depending on risk and complexity, the standard may be represented by a combination of procedure, flow, checklist, decision matrix, acceptance criterion, technical instruction, mandatory data, and workflow rules.

The ISO 9001 process approach reinforces that the organization should determine the necessary processes, their inputs and outputs, sequence, interactions, criteria, methods, resources, responsibilities, risks, and monitoring methods. The logic of the standard itself does not require a universal list of documents for every process; the level of formalization should be consistent with criticality, complexity, competence, and risk.

In Engineering, this is decisive. A technical document issuance process, for example, may require standardized identification, revision, approval, and traceability. A complex technical analysis, on the other hand, may need to preserve methodological freedom, provided that quality criteria, responsibility, and evidence are defined.

Standardization is not bureaucracy

Bureaucracy arises when a control consumes effort without producing proportional value in quality, safety, traceability, compliance, or decision-making. Standardization is different: it should eliminate ambiguity and reduce wasted effort.

A good standard answers questions such as:

what must be complete before this step begins?

who has authority to execute, review, or approve?

which criteria determine whether the item may proceed?

what information must be recorded?

which exceptions require different treatment?

how does the next step receive the work?

how do we know whether the result has been accepted?

When these answers are clear, the team spends less time discovering rules, searching for templates, reworking documents, or negotiating responsibilities for each occurrence.

Excess begins when the organization tries to prescribe in detail decisions that depend on professional judgment, creates approvals unrelated to risk, requires data that are never used, or duplicates controls across different systems.

Process, procedure, instruction, checklist, and template are not the same thing

These elements can support standardization, but they should not be confused.

Element

Main role

Engineering example

Process

describes the transformation flow and its interfaces

review and approval of supplier documents

Procedure

defines process rules and responsibilities

document review and issuance procedure

Work instruction

details how to perform a specific activity

instruction for configuring document coding

Checklist

confirms requirements or minimum conditions

submission checklist for technical review

Template

structures a recurring output

report or calculation memorandum structure

Decision matrix

defines criteria and authority levels

criticality determining approval level

Efficient standardization uses only the necessary artifacts. Creating a template for every situation or an instruction for every task may increase document maintenance without improving the process.

Why do Engineering processes vary so much?

Engineering is an environment of high technical diversity. Projects differ in size, discipline, risk, phase, client, contracting model, and operational context. This diversity is legitimate and makes attempts to standardize everything inappropriate.

At the same time, much of the observed variability is not technical. It arises from factors such as:

undefined entry criteria;

different formats and naming conventions;

ambiguous responsibilities;

absence of authority levels;

knowledge concentrated in key individuals;

systems without structured fields;

reviews performed in different ways;

suppliers submitting incomplete information;

exceptions handled outside the flow;

projects creating their own rules for recurring problems.

The function of standardization is to separate necessary variation from avoidable variation.

Necessary variation vs. variation that creates waste

Not every difference should be eliminated. The management challenge is to identify where uniformity protects results and where adaptation is part of the technical work.

Necessary variation

This is variation associated with real differences in risk, scope, technology, discipline, or context. For example:

review level proportional to document criticality;

different calculation methods according to the applicable standard;

commissioning sequence adapted to system architecture;

specific inspection criteria according to equipment class;

differentiated treatment for a critical supplier.

Avoidable variation

This is variation that adds no value and increases uncertainty. Examples include:

each designer names files differently;

the same document type has different mandatory fields across projects without a technical reason;

equivalent reviews go through different authority levels;

suppliers receive different requirements because each buyer uses a different template;

interface information is transmitted through informal channels;

changes are recorded only when someone remembers.

Good standardization attacks the second category without preventing the first.

The principle of the minimum sufficient standard

A practical way to avoid bureaucracy is to work with the concept of a minimum sufficient standard. The process should define the smallest set of controls capable of ensuring the expected result and keeping risk at an acceptable level.

This standard may include:

expected result;

start and end boundaries;

minimum input data;

roles and responsibilities;

decision criteria;

control points;

mandatory evidence;

exception rules;

essential indicators.

Anything beyond this should justify its value.

Standardizing is not about adding documents; it is about removing variability that protects no result. When the process has too many controls, conflicting rules, or recurring exceptions, the first step should be to diagnose the real flow before formalizing new requirements.

Assess where standardization really adds value

Risk-based standardization

Engineering processes should not have the same level of control for every item. Standardization can incorporate criticality classes to define different levels of treatment.

A document approval process, for example, may distinguish:

low-impact administrative documents;

routine technical documents;

documents affecting safety, performance, or compliance;

documents whose decision changes contract, cost, or schedule;

documents critical for release of manufacturing, energization, or commissioning.

Each class may have different authority levels, deadlines, evidence, and review depth. This approach reduces unnecessary controls in simple cases while preserving rigor where risk requires it.

Entry criteria: where standardization begins

Many processes are delayed because they accept incomplete work. When the input has no standard, the next step must discover what is missing, return the item, request clarification, and reconstruct context.

Entry criteria may establish:

mandatory documents;

valid revision;

correct identification;

minimum data;

prior approval;

required attachments;

criticality classification;

defined responsible party;

applicable technical references.

In Engineering Procurement, a technically incomplete requisition creates rework during quotation, equalization, and contracting. In document review, a package without references or the correct status increases analysis time. In an NCR, insufficient description of the problem prevents proper investigation.

Input standardization is one of the most effective ways to improve first pass yield and reduce lead time.

Exit criteria and the process Definition of Done

Likewise, each step must make clear when the work is truly complete. Completing an activity is not merely moving an item to another column or sending an email.

Exit criteria may require:

review completed;

open items classified;

evidence attached;

approval recorded;

decision communicated;

document issued at the correct revision;

information transferred to the next function;

registry or system updated;

formal acceptance when applicable.

Without exit criteria, the process accumulates partially completed deliverables that reappear as open items in later stages.

Standardizing handoffs and interfaces

The greatest gain is often not within an activity, but in the transfer between areas. The article on End-to-End Processes in Engineering showed that poorly defined handoffs are sources of information loss and rework.

Standardizing a handoff means defining:

what is transferred;

in what state;

with which documents and data;

who delivers;

who receives;

how receipt is confirmed;

which condition prevents progress;

how exceptions are handled.

This is particularly important in interfaces such as Engineering → Procurement, supplier → inspection, discipline → coordination, construction → commissioning, and commissioning → operations.

Standardizing decisions and authority levels

Another area of high variability is decision-making. When criteria are not defined, equivalent decisions may receive different treatment.

Engineering Process Governance examines ownership and authority levels in greater depth. In standardization, the objective is to translate this governance into executable rules.

A good decision standard may define:

who decides at each criticality level;

which evidence is required;

expected deadline;

escalation situations;

authority limits;

how the decision is recorded;

who needs to be informed.

Standardizing decisions does not mean eliminating judgment; it means creating a common framework so that judgment is exercised consistently.

Standardizing data and naming conventions

Engineering processes depend on structured information. Small inconsistencies in records can generate significant downstream effort.

Standardization may include:

document coding;

asset identification and TAGs;

discipline names;

states and statuses;

risk categories;

return reasons;

nonconformity classes;

decision types;

mandatory fields;

revision conventions.

When these structures vary, indicators cease to be comparable and integrations become fragile.

Standardization and document management

Document management is an evident application because documents circulate among different participants and depend on revision, status, and approval control.

A standardized document process may establish:

coding rules;

minimum metadata structure;

classification by discipline and type;

revision states;

submission flow;

comment criteria;

response consolidation;

approval authority levels;

issuance rules;

history preservation.

The objective is not to produce more documents, but to ensure that the right information is identifiable and reliable throughout the life cycle.

Standardization in Engineering Procurement

Technical Procurement suffers when requisition quality varies among requesters. A minimum contracting standard may establish:

technical scope;

performance requirements;

reference documents;

equivalence criteria;

acceptance criteria;

supplier documentation;

inspection requirements;

interfaces and responsibilities;

schedule assumptions;

technical evaluation criteria.

This basis reduces questions, change orders, weak equalizations, and incomparable proposals.

Standardization in QA/QC

The Quality cluster already covers planning, QA/QC, inspections, NCRs, PIT/ITP, and quality documentation. Standardization connects to this ecosystem because quality depends on repeatable criteria.

An inspection process, for example, needs consistent acceptance criteria. An NCR must contain minimum information to enable root-cause analysis. A Data Book depends on a clear document structure.

The difference is that this article addresses standardization as a cross-functional management capability, not only as a quality requirement.

Standardization and organizational knowledge

As a company grows, knowledge cannot remain only in individual experience. Standardization transforms part of tacit knowledge into reusable organizational knowledge.

This reduces risks such as:

dependence on a specific specialist;

loss of knowledge when people leave;

slow onboarding;

repetition of known errors;

difficulty scaling teams;

variation among units;

need to relearn processes in each project.

The standard does not replace competence. It provides a common basis for competent professionals to work with less ambiguity.

Standardization in multi-project and multi-site environments

Companies operating several projects or sites simultaneously face a natural tension between local autonomy and corporate consistency.

The most effective model generally combines:

mandatory corporate core;

parameters adaptable by project or unit;

formally justified exceptions;

criticality criteria;

shared-learning mechanisms.

Thus, a unit can adapt deadlines and resources without changing the principles of traceability, responsibility, and quality.

Standardization and process maturity

Engineering Process Maturity treats standardization as one of the capabilities required to move beyond reactive processes that depend on individuals.

However, the existence of a standard does not mean complete maturity. A process may be highly documented and still have limited ability to measure, govern, or improve.

Standardization must be accompanied by ownership, indicators, evidence, and an improvement routine.

The standard should be a baseline for improvement

The Lean Enterprise Institute treats standardized work as an explicit basis for execution and improvement. The relevant conceptual point for Engineering is that the standard is not the best way forever; it is the best known and agreed way at this moment, subject to revision when evidence shows an opportunity for improvement.

This logic avoids two extremes:

each person works differently and nothing can be compared;

the procedure becomes a frozen rule and prevents learning.

A useful standard should make change controllable. When a team identifies a better way to perform the work, the change is tested, assessed, and incorporated into the standard when it produces proven benefit.

The standard should be stable enough to allow comparison and flexible enough to incorporate learning. This combination is one of the marks of more mature processes: the organization controls change without freezing the way work is performed.

Understand how to assess Engineering process maturity

How to build an Engineering process standard

Construction should begin with the real process, not a ready-made template.

1. Define the result and boundary

Establish which result the process needs to produce, where it begins, and where it ends. Without this definition, the organization may standardize local activities that do not improve the complete flow.

2. Map the AS-IS

AS-IS/TO-BE mapping helps understand how work actually happens. Also record exceptions, shortcuts, returns, and informal activities.

3. Identify variations

Compare cases, teams, projects, and units. Separate necessary technical variation from avoidable variation.

4. Identify stable good practices

Observe which practices produce better results and why. Do not choose a method simply because an experienced person uses it; verify its relationship with quality, schedule, risk, and effort.

5. Define the minimum standard

Formalize only what is necessary: criteria, roles, controls, data, and evidence.

6. Define exceptions

Complex processes need a route for situations that do not fit the standard. The exception should be identifiable, have defined authority, and leave evidence.

7. Pilot

Test the standard on a representative sample before expanding it. Observe application difficulties, redundant steps, and unexpected effects.

8. Measure

Use indicators to verify whether the change reduced variation, rework, waiting, or risk.

9. Adjust and institutionalize

Correct the standard based on the pilot, train the functions involved, and incorporate the new reference into process governance.

How do you know if the standard has become too bureaucratic?

Some signs are clear:

people create parallel controls in order to get work done;

steps are systematically ignored;

approvals increase without reducing risk;

information is filled in only to satisfy a formality;

lead time increases after standardization;

exceptions become the majority;

no one knows why a particular control exists;

updating the procedure takes longer than the operational change.

When this occurs, the standard needs to be reviewed. The solution is not to abandon governance, but to remove controls with no function and reposition those that are necessary.

How to measure whether standardization worked

Effectiveness should be observed in performance, not only in document adherence.

Useful indicators may include:

first pass yield;

rework rate;

input rejection rate;

lead time;

lead-time dispersion among similar cases;

aging;

number of exceptions;

number of returns;

interface failures;

audit findings;

onboarding time;

adherence to critical criteria;

process-customer satisfaction.

The article on Engineering Process Indicators explains how to combine flow, quality, and governance metrics without turning the dashboard into a collection of numbers.

Adherence should not be the only KPI

A process may show 100% adherence to the procedure and still produce poor results. If every step is followed but the customer continues to receive late or incomplete deliverables, the standard is protecting the wrong process.

Therefore, adherence should be combined with outcome and cause indicators. The objective is not to “follow the process”; it is to produce results with controlled risk.

Standardization and bottlenecks

Standardization can reduce bottlenecks when it eliminates returns, improves input quality, and simplifies decisions. However, it can also create bottlenecks if it introduces excessive approvals and controls.

The diagnosis in Bottlenecks in Engineering Processes helps determine whether the constraint lies in capacity, governance, batching, WIP, poor inputs, or an unnecessary rule.

Before adding a control, assess its effect on the complete flow.

Standardization and automation

A workflow can make a standard executable, but it should be introduced only after the process is understood. Automating too early can crystallize redundant steps and make change more difficult.

The Process, Workflow, and Technical Approval Management solution is more valuable when rules, authority levels, data, and exceptions are already sufficiently defined.

Automation can contribute to:

mandatory fields;

routing by criticality;

approval by authority level;

notifications;

escalation;

audit trail;

time measurement;

data integration.

But it does not decide which rules should exist.

Standardization and BPMN

BPMN can help represent processes when there is a need to detail events, decisions, responsibilities, and flows between participants. It is not a requirement for standardization.

In simple processes, a leaner flow may be sufficient. The retrofit of the BPMN content in this cluster is oriented precisely toward when the notation adds value and when a simpler diagram solves the problem better.

The notation is a representation tool; the standard is a management decision.

Standardization and continuous improvement

Standardization and improvement are not opposing concepts. Without a baseline, it is difficult to state that a change actually improved the process.

Continuous improvement can follow a cycle:

execute according to the current standard;

measure performance;

identify a problem or opportunity;

analyze the cause;

test the change;

verify the effect;

update the standard when there is proven improvement.

This cycle connects the Processes cluster with the Quality, Lean, Kaizen, and PDCA content already available on the site.

Common mistakes when standardizing Engineering processes

Starting with the document

Writing a procedure before understanding the AS-IS often formalizes assumptions.

Copying another company’s standard

Benchmarking can inspire, but context, risk, and governance must be adapted.

Trying to eliminate all variation

Engineering requires judgment. Standardize criteria and interfaces, not a single technical answer for every case.

Creating controls without explaining the risk they reduce

If no one can justify a control, it should be questioned.

Ignoring exceptions

Exceptions will exist. What matters is handling them consciously and traceably.

Standardizing without an owner

Without someone responsible for maintaining the process, the standard ages and loses adherence.

Automating too early

Workflow does not correct an inadequate rule.

Measuring only compliance

Adherence without results can hide institutionalized waste.

When is it worth reviewing existing standardization?

A review is recommended when:

the process has many exceptions;

different areas have created their own versions;

procedures are outdated;

rework remains high despite controls;

lead time has increased without a clear cause;

organizational changes have altered responsibilities;

new systems have been implemented;

suppliers or clients complain about inconsistency;

the standard depends on informal interpretations;

the organization intends to automate the workflow.

In these cases, it is worth assessing the process before simply updating documents.

When should a process-standardization diagnosis be engaged?

An external diagnosis is particularly useful when variation crosses areas or units and there is no consensus about what the reference process should be.

The work may include:

AS-IS assessment;

comparison among existing variations;

risk and criticality analysis;

identification of controls that add value;

review of interfaces and handoffs;

data and rework analysis;

definition of the minimum standard;

exception rules;

TO-BE design;

effectiveness indicators;

implementation roadmap.

The Engineering Process Diagnosis and Optimization service was structured for this type of need, connecting process analysis, governance, indicators, and implementation.

When each area has created its own version of the process, updating procedures in isolation tends to preserve fragmentation. The diagnosis must compare variations, identify what actually adds value, and build a reference standard supported by risk and evidence.

Structure standardization based on the real process

Final considerations

Engineering process standardization should reduce uncertainty, not increase bureaucracy. Its role is to create a common reference for inputs, decisions, deliverables, interfaces, and evidence, eliminating variations that do not add value while preserving technical judgment where it is necessary.

The best standard is not the most detailed one. It is the one that controls relevant risks, reduces rework, facilitates knowledge transfer, and allows the process to be measured consistently.

When treated as a baseline for continuous improvement, the standard ceases to be a static document and becomes part of governance. The organization executes, measures, learns, and updates the way of working based on evidence, creating more predictable processes without constraining Engineering.

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Technical references

[1] INTERNATIONAL ORGANIZATION FOR STANDARDIZATION (ISO). Bureaucracy occurs when control effort does not produce proportional value in quality, risk, traceability, or decision-making.

What is the difference between a process and a procedure?
A process represents the transformation flow and its interfaces; a procedure describes rules and responsibilities for executing that process. A process may exist with different forms of documentation.

Should everything in Engineering be standardized?
No. Criteria, interfaces, data, controls, and recurring decisions should primarily be standardized. Technical judgments that depend on context need to preserve flexibility proportional to risk.

<div class="schema-faq-section"
